Job Role

To effectively manage the discharge of duty for individuals who have approached the Council for housing advice and assistance, ensuring compliance with the Homeless Reduction Act 2017.

Key Responsibilities:

  • Maintain a working knowledge of relevant legislation, case law, and Council policy to ensure accurate and lawful decision-making.
  • Conduct comprehensive assessments and make informed decisions regarding the discharge of duty, taking into account affordability and suitability.
  • Work closely with the Income Recovery/Arrears Team and Temporary Accommodation Finance Officer to ensure proper financial control and timely discharge of liabilities.
  • Provide relevant advice to tenants on sustaining temporary accommodation and prevent and detect fraud.
  • Manage discharges of duty within specific cases, addressing breaches of tenancy conditions and ensuring appropriate management action against perpetrators.
Main Accountabilities

To:

  • Maintain a working knowledge of homelessness legislation to reduce temporary accommodation occupancy where termination of placement is required.
  • Ensure void properties are properly managed and minimize the use of Bed and Breakfast/Hotel Accommodation.
  • Maximize rental income, taking appropriate legal action where necessary, in conjunction with the Income Recovery/Arrears Team and Temporary Accommodation Finance Officer.
Requirements

To be successful in this role, you will need:

  • A strong understanding of homelessness legislation and Council policy.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Strong analytical and problem-solving skills.
