Position Overview

As a key member of the Fraud Defence unit, you will contribute to the broader efforts against fraud and corruption within the Ministry of Defence (MOD). This role is integral to various projects aimed at enhancing the MOD's capabilities in countering fraudulent activities and unethical practices.

This position is structured for a full-time commitment of 37 hours per week.

Role Responsibilities

We are seeking a seasoned fraud investigator with substantial experience in managing and executing complex investigations.

A permanent opportunity exists within the MOD Fraud Defence Team, primarily located in London but engaging across the UK to conduct thorough investigations into allegations of misconduct, fraud, or unethical conduct involving MOD personnel, contractors, or service members.

The successful applicant will report directly to the Grade 7 Head of Investigations within the Fraud Defence sector.

The responsibilities of the successful candidate will include:

  • Managing and executing a designated portfolio of investigations stemming from concerns reported through the MOD's Confidential Hotline, focusing on allegations of fraud, corruption, and unethical conduct;
  • Conducting investigations efficiently, employing a range of investigative techniques in compliance with relevant legislation, codes of practice, and MOD policies;
  • Identifying and pursuing pertinent lines of inquiry, including the collection of evidence and witness statements;
  • Engaging with MOD management and military officials to provide regular updates on ongoing investigations;
  • Collaborating closely with whistle-blowers and identifying key witnesses and subjects as necessary;
  • Conducting interviews and documenting evidence from suspects in accordance with PACE and departmental guidelines;
  • Securing and preserving evidence in various formats to substantiate or refute allegations;
  • Producing and reviewing investigation reports and evidential materials to meet the required standards for use in the criminal justice system or internal disciplinary actions;
  • Maintaining databases and investigation materials in line with established standards;
  • Identifying lessons learned from investigations and disseminating best practices;

Candidate Profile

Applicants should be qualified investigators (e.g., PIP2, CIPFA, ACFS) or possess significant relevant experience in an investigative context.

Desirable attributes include:

  • Proven experience in conducting investigations related to fraud, corruption, or ethics, and preparing evidence to meet the necessary standards;
  • Understanding of organizational finance, procurement, and commercial controls;
  • Familiarity with applicable legislation and codes of practice concerning fraud and corruption investigations;
  • Ability to work independently and collaboratively within a team;
  • Strong communication skills, both verbal and written, to effectively influence stakeholders;
  • Exceptional report writing skills;
  • Effective time and resource management to achieve objectives;
  • Experience in leading investigations and overseeing their successful execution through collaboration with others, including third parties;

Where feasible, some roles may offer a blend of office and remote working. This arrangement is non-contractual, with a minimum expectation of 60% office attendance for all office-based employees, subject to capacity and necessary adjustments.

New external recruits to the MOD will undergo a six-month probation period.

Travel expenses incurred for interviews will not be reimbursed.
