Position Overview

We are seeking a dedicated and service-oriented Facilities Operations Manager to join our Facilities Management team, ensuring the effective delivery of Soft Services at our designated site.

The primary responsibilities will encompass cleaning, catering, grounds upkeep, and waste management. The ideal candidate will oversee and ensure the quality of the outsourced Soft Services.

Given the nature of this position, a full-time on-site presence is required.

Key Responsibilities

Your main duties will include:

  • Overseeing the Soft Services delivery, ensuring compliance with and surpassing the established specifications.
  • Monitoring and managing the quality, safety, and performance of the outsourced service providers.
  • Fostering collaborative relationships with operational stakeholders.
  • Contributing to regular reporting on initiatives aligned with the agile methodology utilized across the site, while also participating in general governance processes.
  • Developing in-depth knowledge of operations, stakeholders, and site functions.

Job Responsibilities

In collaboration with the Head of Site Services, you will lead and manage the Soft Services delivery, ensuring it meets and ideally exceeds the required standards. You will be responsible for overseeing the performance, quality, and safety of outsourced providers while ensuring value for money.

Working closely with various stakeholders across the organization, you will assess current and future facility needs, ensuring successful service delivery.

The ideal candidate will thrive in a dynamic environment, be driven by impact and results, and be comfortable working under pressure and adhering to strict timelines. This role requires a proactive individual with attention to detail, capable of navigating a complex stakeholder landscape to deliver high-quality services.

You will also act as a deputy for the Head of Site Services on matters related to Soft Services and other management issues as required.

Essential Criteria

  • Proven experience in facilities management within a demanding environment, including design and operational oversight at a senior management level.
  • Experience managing budgets, including budget formulation and a solid understanding of financial processes.
  • Ability to thrive in a fast-paced environment.

Desirable Criteria

  • Extensive knowledge of estates, facilities, and building management systems, including their implementation and management.
  • Experience in facilities management within a high-containment, science-focused organization.
  • Familiarity with current and future UK and International Estates Standards, carbon standards, and sustainability targets.
  • Comprehensive understanding of project management principles and methodologies.

Selection Process

This recruitment process will utilize Success Profiles to evaluate your behaviors, technical skills, experience, abilities, and strengths.

Stage 1: Application & Sift

Applicants will need to complete an application form, assessed against the essential criteria outlined above, which includes:

  • CV/Application form (Employer/Activity history section).
  • Statement of Suitability (maximum 500 words) detailing your skills, experience, and knowledge relevant to the role.

Both the CV/Application Form and Statement of Suitability will be evaluated separately, and candidates must pass both to progress to the interview stage.

Stage 2: Interview

Successful candidates will be invited for a face-to-face interview, where behaviors, technical skills, experience, abilities, and strengths will be assessed. A technical test will also be conducted, with instructions provided in advance.

Eligibility Criteria

This position is open to all external applicants, including those from outside the Civil Service.

Successful candidates must pass a security check and meet the necessary security requirements prior to appointment.

Working for the Civil Service

The Civil Service Code outlines the expected standards of behavior for civil service recruits, emphasizing merit-based recruitment through fair and open competition.

Starting Salary

New entrants to the Civil Service are expected to start at the minimum of the pay band, with internal rules applying to existing Civil Servants.
