About the Role

We are seeking a highly skilled Regional Property Surveyor to join our team at McCarthy Stone. As a key member of our Asset Management team, you will play a crucial role in providing effective property management, commercial, and technical services to our Estates Management Team.

Main Responsibilities
  • Property Management: Assist the Asset Management team in providing effective property management services, including new development handovers, defect surveys, and resolution, asset surveys, end-of-warranty surveys, and planned maintenance of existing stock.
  • Fire Safety Management: Manage and implement McCarthy Stone's company-wide approach to fire safety, working closely with the Asset Management team, internal property teams, our Primary Fire Authority, and other statutory agencies.
  • Contract Administration: Support the Operations team with handovers of new developments, carrying out defect reports, and asset/end-of-warranty surveys. Act as Contracts Administrator for planned work contracts, using a standard form of contract (NEC & JCT), reconcile final accounts, and issue client instructions.
  • Project Management: Prepare scheme designs with costings, programs for completion of projects, and specification of works. Organize documents for tender and advise on appointing contractors, designers, and procurement routes.
  • Planned Works: Deliver planned works across the portfolio following a tender process.
  • Defect Analysis: Determine the condition of existing buildings, identify and analyze defects, including proposals for repair.
  • Collaboration: Liaise and work closely with MSRL Regional Teams to support Services Teams to resolve property-related issues to deliver and achieve Customer Satisfaction.
  • Legislative Compliance: Keep abreast of legislation and best practice and advise accordingly.
  • Fire Safety Policy Development: Under the direction of the Senior Property Business Partner, assist in developing, implementing, and monitoring fire safety policies, strategies, and annual action plans.
  • Fire Risk Assessments: Undertake Fire Risk Assessments within both new build (pre/early-occupancy) and legacy developments as required and develop timely action plans.
  • Enforcement Action Plans: Take ownership for fire/local authority enforcement action plans and engage relevant persons to ensure their timely completion.
  • Person-Centred Risk Assessments: Provide advice and support to property teams in developing 'Person Centred Risk Assessments' (PCRA's).
  • Training and Communication: Ensure that suitable training, instruction, and communication mechanisms are developed and effectively delivered so that critical advice is relayed accordingly.
  • Employee Engagement: Engage and inform employees, homeowners, leadership teams, and senior management team on changes in fire safety legislation.
  • Audit and Compliance: Develop and undertake audits of managed properties to ensure they remain compliant.
Requirements
  • Education: Educated to HNC or degree level or equivalent and likely possess or be working towards a professional qualification in a construction-related discipline, preferably CIOB or RICS.
  • Technical Skills: Must be computer literate with sound knowledge of Microsoft Word, Excel spreadsheets, and a property-based system such as FixFlo would be an advantage.
  • Health and Safety: A sound knowledge of Health & Safety regulations, including CDM Regulation 2015.
Desirable Qualifications
  • Fire Safety Qualification: Fire safety qualification, NEBOSH Fire Certificate or IFE Level 3/4 Certificate in Fire Science or CFPA Europe Diploma.
  • Professional Membership: Membership of a recognized professional body such as IFE, IFSM, IOSH, IIRSM or similar, with demonstrable evidence of Continuing Professional Development.
  • Experience: Experience of managing or advising on fire safety at work in a medium to large organization.
  • Legislative Knowledge: Comprehensive up-to-date knowledge of all legislation such as Regulatory Reform FSO 2005, Housing Act 2004, Building Regulations 2019.
  • Technical Knowledge: Working knowledge of HSE ACOP's, fire guidance (Fire Safety in Purpose Built Blocks of Flats and Specialized Housing) and other property-related technical guidance.
  • Research and Development: Experience in researching, developing, and implementing policy and strategy to meet business requirements.
  • Fire Prevention: Excellent understanding of fire prevention, compartmentation, and 'stay put'.
  • Investigations: Ability to conduct investigations into fire incidents or possible breaches of the RRO.
  • Building Systems: Working knowledge of building fire safety systems and M&E.
