Job Summary

We are seeking a highly skilled and experienced Building Surveyor and Engineering Manager to join our Assets and Property Service team at Guildford Borough Council. As a key member of our team, you will be responsible for leading the maintenance and upkeep of our corporate property and infrastructure portfolio.

Key Responsibilities
  • Asset Maintenance: Ensure the robust performance of the team in maintaining our assets, including buildings, infrastructure, and other properties.
  • Team Leadership: Supply leadership, oversight, support, and line management to surveyors, engineers, and compliance works officers.
  • Technical Advice: Collaborate with and provide technical, specialist advice to internal service teams.
  • Strategic Planning: Play a key role in guiding the wider strategies and plans for the Council's assets.
  • Policies and Procedures: Develop policies and strategies for asset maintenance and put in place procedures and protocols to improve the condition and efficiency of the assets.
  • Project Management: Project manage your own schemes either directly or via consultants, including non-maintenance projects such as demolition works and dilapidation surveys.
  • Communication: Communicate with key councillors to ensure clear understanding of any proposed major works to assets.
  • Collaboration: Work with our asset managers, facilities management officers, and mechanical and electrical colleagues to ensure smooth crossover of work.
  • Budget Management: Set maintenance budgets and maintain within limits, working with our finance colleagues to prepare the Council's annual capital and revenue budgets.
  • Reporting: Prepare the planned preventative maintenance programmes on behalf of the Council.
  • Business Cases: Prepare business cases for programmes and projects and manage delivery and updates, where appropriate.
  • Support to Senior Management: Assist the Assistant Director of Assets and Property to manage FOIs, Health and Safety Part II documents, business continuity plan; and covering meetings and responding to enquiries when the Assistant Director is away.
Requirements
  • Education: Education to degree level in construction-related subject.
  • Professional Membership: Professional member of the RICS (MRICS/FRICS) or equivalent.
  • Experience: Proven experience in technical areas covered by the role, including overseeing major and minor capital works programmes, dealing with planned preventative and reactive maintenance, and leading or managing a team.
  • Leadership Skills: Strong leadership skills, including the ability to motivate and inspire a team.
  • Project Management Skills: Strong project management skills, including the ability to plan, coordinate, and deliver projects on time and within budget.
  • Communication Skills: Excellent communication skills, including the ability to communicate effectively with internal and external stakeholders.
  • Technical Knowledge: Proven experience in CDM, Health and Safety, and asbestos awareness training.
  • IOSH Management Safely Training: IOSH Management Safely training (desirable).
