Job Opportunity: Building Surveyor and Engineering Manager

Guildford Borough Council is seeking a highly skilled Building Surveyor and Engineering Manager to join its Assets and Property Service. As a key member of the team, you will be responsible for leading the maintenance and upkeep of the Council's corporate property and infrastructure portfolio.

The ideal candidate will have a degree in a construction-related subject and be a professional member of the RICS (MRICS/FRICS) or equivalent. They will have extensive experience in technical areas covered by the role, including overseeing major and minor capital works programmes, dealing with planned preventative and reactive maintenance, and leading or managing a team.

The successful candidate will be responsible for:

  • Leading all aspects of asset maintenance to ensure the robust performance of the team
  • Supplying leadership, oversight, support, and line management to surveyors, engineers, and compliance works officers
  • Collaborating with and providing technical, specialist advice to internal service teams
  • Playing a key role in guiding the wider strategies and plans for the Council's assets
  • Developing policies and strategies for asset maintenance and putting in place procedures and protocols to improve the condition and efficiency of the assets
  • Reviewing key assets to improve energy performance, potential savings, and deliverability of services through our assets
  • Project managing your own schemes either directly or via consultants, including non-maintenance projects such as demolition works and dilapidation surveys
  • Communicating with key councillors to ensure clear understanding of any proposed major works to assets
  • Working with our asset managers, facilities management officers, and mechanical and electrical colleagues to ensure smooth crossover of work
  • Setting maintenance budgets and maintaining within limits, working with our finance colleagues to prepare the Council's annual capital and revenue budgets
  • Preparing the planned preventative maintenance programmes on behalf of the Council
  • Preparing business cases for programmes and projects and managing delivery and updates, where appropriate
  • Assisting the Assistant Director of Assets and Property to manage FOIs, Health and Safety Part II documents, business continuity plan; and covering meetings and responding to enquiries when the Assistant Director is away

The successful candidate will be a strong leader with excellent communication skills, able to represent the team at board and committee level. They will have a proven track record of managing teams, leading projects, and developing policies and strategies. They will also have a strong understanding of CDM, MEES regulations, and management of asbestos, fire safety, and Legionella.
