Job Overview

The role of the Building Estates Supervisor is to support the District Building Surveyor and the Estates Department in providing expert building, utilities, and general estate services efficiently across the East England Forest District.

This position is part-time, requiring 4 days of work per week, with a salary advertised on a pro-rata basis.

Role Responsibilities

The East England Forest District is one of six districts across England, encompassing forests and assets within various counties.

The Building Estates Supervisor (BES) will define and oversee a variety of contracts aimed at maintaining, repairing, and enhancing the built estate while ensuring compliance with statutory requirements and operational efficiencies.

The BES will develop and monitor work programs to uphold high standards, ensuring adherence to relevant legislation and Forestry England protocols. This includes promoting compliance with policies, procedures, regulations, and legislation, particularly regarding equality, diversity, and health and safety, while maintaining recognized control measures. The BES must be adept at managing challenging discussions.

Additionally, the BES will provide support and guidance to staff involved in the management and upkeep of all Forestry England properties and built assets. This includes conducting Building Inspection Reports (BIR) and assisting the broader Estates Department in reviewing BIRs generated by building managers throughout the district. The BES will aid in implementing and managing identified remedial works.

With reference to the wider Estates Department, the BES will liaise with tenants to oversee and assess works performed on leased properties.

The BES will plan and track the progress and quality of routine contract work and assist the Estates Department with more complex projects. This will involve visiting active contract sites for pre-start meetings and conducting follow-up visits at appropriate intervals.

The BES will respond decisively to any violations of contract conditions, including health and safety standards. Experience in producing and adhering to risk assessments and method statements is essential, and familiarity with the current Construction (Design and Management) Regulations 2015 would be advantageous.

The BES will also manage regular compliance-related tasks assigned to the role, including activities related to waste management, asbestos, water hygiene, and fire safety risk management.

Experience and Professional/Technical Skills

Essential

• Proven experience in property and construction contract management.

• Strong ability to communicate clearly and effectively, both verbally and in writing.

• Proficiency in IT applications, including Microsoft Office.

Desirable

• Background in building or facility management with knowledge of current Forestry Commission and national policies.

• A Higher National Qualification in construction, construction management, building services, or a related field.
