Job Overview

The Estates Operations Supervisor will play a crucial role in supporting the District Building Surveyor and the Estates Department in providing expert building, utilities, and general estate services across the East England Forest District.

This position is part-time, requiring 4 days or hours per week, with a salary that is pro-rata.

Role Responsibilities

We manage more land and trees than any other organization in England, shaping landscapes for people, wildlife, and timber. Our commitment includes supplying the largest volume of sustainably-sourced timber in England while conserving thousands of plant and animal species. We are dedicated to restoring vital ecosystems and reintroducing missing species to our landscapes. Through careful planning and expert management, our forests will continue to flourish, storing carbon, mitigating flooding, and providing fresh air and recreational spaces for all. We are always forward-thinking, planning and planting forests that will contribute to a sustainable future.

The East England Forest District is one of six districts across England, encompassing forests and assets within various counties.

The Estates Operations Supervisor (EOS) will be responsible for specifying and overseeing a variety of contracts aimed at maintaining, repairing, and enhancing the built estate while ensuring compliance with statutory requirements and operational efficiencies.

The EOS will implement and monitor work programs to a high standard, ensuring adherence to legislation and Forestry England protocols. This includes promoting compliance with relevant policies, procedures, regulations, and legislation, such as health and safety and equality and diversity, while maintaining recognized control procedures and practices. The EOS must be adept at managing challenging conversations effectively.

The EOS will provide support and guidance to staff involved in the management and upkeep of all Forestry England properties and built assets. This includes conducting Building Inspection Reports (BIR) and assisting the broader Estates Department in reviewing BIRs produced by building managers across the district. The EOS will aid in implementing and managing identified remedial works.

In collaboration with the Estates Department, the EOS will liaise with tenants to oversee and evaluate works performed on leased properties.

The EOS will plan and monitor the progress and quality of routine contract work and assist the Estates Department with more complex projects. This will involve visiting active contract sites for pre-start meetings and conducting follow-up visits at appropriate intervals.

The EOS will respond decisively to any breaches of contract conditions, including health and safety issues. Experience in producing and adhering to risk assessments and method statements is essential, and familiarity with the current Construction (Design and Management) Regulations 2015 would be advantageous.

The EOS will complete regular management tasks assigned to the role concerning the built estate, including compliance-related activities such as waste management, asbestos management, water hygiene, and fire safety risk management.

Essential

• Proven experience in property and construction contract management.

• Demonstrated ability to communicate clearly and concisely, both verbally and in writing.

• Proficiency in IT applications, including Microsoft Office.

Desirable

• Background in building or facility management, with knowledge of current Forestry Commission and national policies.

• A Higher National Qualification in construction, construction management, building services, or a related field.
