Position Overview
Red Snapper Recruitment is seeking qualified candidates for the role of Enforcement Officers on behalf of our client. This position focuses on executing enforcement actions concerning conditions in privately rented housing, particularly addressing issues related to non-compliant landlords who take advantage of vulnerable populations.

Role Responsibilities
The successful candidates will be responsible for:

  • Identifying and focusing on residential properties, particularly flats and Houses in Multiple Occupation (HMOs), conducting thorough inspections and research on property ownership.
  • Performing assessments of HMOs utilizing the Housing Health & Safety Rating System (HHSRS) to detect disrepair and ensure compliance with local and statutory regulations.
  • Taking necessary actions to enforce compliance with relevant laws, including the preparation and issuance of official notices and orders.
  • Investigating unlicensed HMO properties, collaborating with various agencies to gather evidence for enforcement actions.
  • Cooperating with key stakeholders such as law enforcement and regulatory bodies to ensure tenant safety and secure living conditions.
  • Preparing documentation for civil penalties and legal proceedings, and providing testimony in court as required.
  • Drafting legal statements and representing the client in tribunal appeals, offering expert witness testimony when necessary.

Candidate Requirements
Applicants should possess:

  • A Higher National Certificate (HNC) in construction, a degree in Environmental Health, or a related field, along with a minimum of two years of experience in private sector housing regulation.
  • A certification demonstrating competency in the application of the HHSRS.
  • In-depth knowledge of the Housing Act 2004, the HHSRS, and the regulatory powers of local authorities concerning HMOs and housing conditions.
  • Strong decision-making skills and the ability to manage a high volume of cases efficiently.
