About the Team:
This role is situated within our Development Management team, providing an excellent opportunity for successful candidates to excel and advance in their planning careers while developing crucial skills on exciting and challenging planning applications.
Our Development Management division consists of three Area Teams, each responsible for a variety of diverse wards across the Borough and a wide range of application types and scales.
This position allows you to join our dynamic management team and be at the forefront of pioneering new and innovative working practices. We are a leading council at the forefront of the Digital Planning revolution, seeking an enthusiastic and forward-thinking Lead Development Management Officer to join our ranks.

About the Role:
We have a part-time (0.6 FTE) opportunity for a Lead Development Management Officer within our Development Management service on a fixed-term contract. The successful candidate will oversee a team of 3-5 officers, including planners, senior planners, and validation officers. They will lead the team in negotiating optimal development outcomes in a constructive and solutions-oriented manner while managing a high-performing service. The successful candidate will also present applications to the Planning Applications Committee and ensure that reports and documents prepared by team members meet high standards. Additionally, they may need to act as a deputy for the Area Team Manager when necessary.
Candidates should demonstrate substantial experience and knowledge of Development Management, ideally within a busy metropolitan context, showcasing their ability to effectively manage a team and enhance their capabilities. Strong communication skills are essential for engaging with developers, investors, partners, and citizens, as well as building positive relationships with Members of the Planning Applications Committee.
To be considered for an interview, your CV and supporting statement should clearly demonstrate:
- Comprehensive knowledge of relevant planning legislation, policies, and procedures.
- An RTPI-recognised degree-level qualification in Town Planning or equivalent.
- Extensive experience in development management, handling a caseload that includes major and/or complex applications.
- Experience advising Councillors, senior officers, developers, and the public on all aspects of planning applications and related matters.
- Experience supervising and guiding junior staff to ensure applications are reported in accordance with target dates and established procedures.
