Position Overview
An opportunity has arisen for a seasoned finance and procurement librarian to oversee the financial management and procurement processes within the library.
As a vital member of a dedicated team of 13 librarians, your role will encompass a diverse range of responsibilities, from managing digital resources to the traditional oversight of books and periodicals, all aimed at achieving key objectives:
- Research Excellence: Enhancing our research capabilities
- Library without Walls: Ensuring a seamless user experience for both in-library and virtual content access
- Knowledge Management: Creating a robust evidence base to facilitate informed decision-making and foster innovation
Your responsibilities will include managing the library's financial resources, overseeing the budget, and handling the complete procurement cycle—from product identification to supplier negotiations and payment arrangements. Collaborating closely with the digital librarian, you will identify suitable content and tools for users, ensuring alignment with contractual obligations.
Effective budget management and forecasting will require meticulous attention to detail, along with strong organizational and communication skills to engage with various internal and external stakeholders.
Key Responsibilities
- Regularly updating the library budget and providing timely updates to stakeholders, including finance and commercial teams
- Interacting with suppliers to ascertain specific needs and assess proposed content, products, and pricing
- Negotiating with suppliers to secure optimal service levels, resolve issues promptly, and ensure value for money
- Creating finance manuals that outline requisitioning processes, budget updates, and key contacts
- Leading the procurement and implementation of research tools
- Identifying training and coaching opportunities to support professional development and assist colleagues in achieving qualifications
Candidate Profile
Applicants will be evaluated based on the following criteria:
- Demonstrated experience in finance and procurement management within a library or public sector context (*Primary Criterion)
- Relevant commercial experience and a solid understanding of the procurement lifecycle
- Exceptional communication and influencing abilities to effectively engage with stakeholders and suppliers
- Capability to work efficiently under pressure while managing multiple projects and competing priorities
- Proficiency in presenting detailed financial data in various formats, utilizing visual design skills
- Leadership qualities to mentor and develop colleagues through knowledge sharing
*The primary evaluation criterion is: Proven experience in finance and procurement management within a library or public sector context

Qualifications
Mandatory Qualifications: A Knowledge and Information Management (KIM) qualification, or a First Degree or Postgraduate Qualification in a KIM-related field such as Library and Information Studies, Knowledge Management, Information Science, or Information Management; or a chartered member or fellow of the Chartered Institute of Library and Information Professionals (CILIP).
