Job Summary

We are seeking a highly skilled and experienced Senior People, Learning and Development Manager to join our team at the Ministry of Justice. This is a key role that will oversee and ensure the delivery of support services to Parole Board staff, aligning them with the needs of the organization.

Main Responsibilities
  • Strategic development and delivery of a Continuing Professional Development (CPD) training programme for staff;
  • Lead HR, learning and development, and recruitment services to staff;
  • HR Business compliance;
  • Workforce planning.
Key Deliverables
  • Update and deliver HR policies;
  • Improve recruitment services to staff;
  • Design and lead the delivery of a CPD programme of training for staff;
  • Strategic and practical HR support for the people change within the Operating Model Change programme.
Person Specification
  • Demonstrable previous experience working in a people management role delivering:
    • Strategic planning;
    • Providing compliant and practical HR advice;
    • Analysing HR data and trends;
    • Budget and payroll management;
    • Recruitment.
  • Exceptional skills and experience of:
    • Relationship building;
    • Team management.
  • Good understanding of Excel and data gathering and reporting;
  • Strong report writing skills.
Main Duties
  • Manage and support a team of 4, with two direct line reports;
  • Actively contribute to and deliver against the PB and functional hub's business plan, change, and organisational priorities.
HR and Policies
  • Oversight and responsibility of all staff policies and procedures ensuring compliance and accuracy;
  • Ensure managers and staff are informed of, and trained in, relevant policies and procedures;
  • Provide compliant and practical HR advice to the secretariat and business.
Training
  • With the Staff Recruitment and Training Managers' input, produce a learning and development strategy for all staff;
  • Lead the Staff Recruitment and Training Managers to implement a learning and development strategy for staff which can dovetail with the member L&D strategy and overall organisational needs and skills gaps across the business;
  • Provide people training where required;
  • Direct activity and delivery to understand staff training needs.
Reporting and Audit
  • Responsibility for accurate payroll, bonus, pension, headcount, and any other data required internally or for MoJ reporting;
  • Responsibility for the collection, maintenance, and analysis of people data and trends to draft regular reports and recommendations for the Head of Governance;
  • Work with the Head of Governance on the annual pay award bid, providing data to support the bid, scenario planning, and ensuring co-ordination with the people strategy;
  • Oversight of staff data for the Annual Report and Accounts and audits.
Recruitment
  • With the Head of Governance create a workforce plan identifying talent and succession;
  • Strategically guide and ensure delivery from the recruitment team on staff recruitment across hubs, reviewing business cases, with suggested planning and amendments.
Oversight
  • Oversight of the Performance Management Review system, ensuring compliance with budget restrictions and policy;
  • Organisation and delivery of people surveys and accreditations;
  • Responsibility for pension compliance.
