Position Overview
Red Snapper Recruitment is seeking two dedicated Enforcement Officers to support our client in addressing compliance issues within the private rental sector.

Role Objective
The primary objective of this role is to engage in enforcement activities that address conditions in privately rented properties, with a focus on combating unscrupulous landlords who take advantage of vulnerable populations.

Key Responsibilities
As an Enforcement Officer, your duties will include:

  • Identifying and focusing on residential properties, particularly flats and Houses in Multiple Occupation (HMOs), within designated areas. This includes conducting thorough research on property ownership and coordinating proactive inspections.
  • Performing inspections of HMOs using the Housing Health & Safety Rating System (HHSRS) to detect disrepair and ensure compliance with local and statutory regulations.
  • Taking necessary actions to enforce compliance with relevant laws, including preparing and serving statutory notices and orders.
  • Investigating unlicensed HMO properties, collaborating with various agencies, and gathering evidence for enforcement purposes.
  • Cooperating with key stakeholders such as law enforcement, fire services, and regulatory bodies to ensure tenant safety and compliance.
  • Preparing documentation for civil penalty offences and court proceedings, and providing testimony in formal enforcement actions.
  • Drafting legal statements and representing the client in tribunal appeals, offering expert witness testimony as required.

Candidate Profile
The ideal candidate will possess:

  • A Higher National Certificate (HNC) in construction, a degree in Environmental Health, or a related field, along with a minimum of two years' experience in private sector housing regulation.
  • A certificate demonstrating competency in the application of the HHSRS.
  • In-depth knowledge of the Housing Act 2004, HHSRS, and the regulatory powers of local authorities concerning HMOs and private housing conditions.
  • Strong decision-making skills and the ability to manage a substantial caseload effectively.
