Key Responsibilities:

* Lead and provide strategic oversight on the development and implementation of policies and projects relating to the roll-out of electric vehicle charge point infrastructure, cycle hire schemes and car club operations in the borough.
* Identify funding and partnership opportunities and lead in the development of funding and partnership bids for the roll-out of electric vehicle charge point infrastructure and shared mobility schemes.
* Manage all aspects of the implementation of new electric vehicle charge point infrastructure and shared mobility schemes, including identifying suitable site locations, preparing consultations, writing Delegated Authority reports and overseeing installation.
* Develop and monitor compliance with contracts and legal agreements in relation to the provision of electric vehicle charging infrastructure and shared mobility services, including working with legal and procurement teams, where required.
* Be the Council's expert lead on electric and shared mobility matters and undertake related policy and data analysis to inform future programmes and strategies.
* Develop and maintain close working relationships with relevant national, regional and subregional bodies and stakeholders in relation to electric and shared mobility matters and provide a contact point for these services within the borough.
* Provide guidance and advice to developers and other external agencies on electric and shared mobility matters on behalf of the Council, attending meetings and providing written responses to enquiries and requests for information as required.
* Provide advice on and input into the development of plans, masterplans, planning applications and projects, ensuring alignment with key national, Mayoral and borough policies covering electric and shared mobility matters.
* Lead on significant planning proposals and participate, when required, in negotiations on Section 106 Agreements relating to the provision of electric vehicle charging infrastructure and shared mobility services.
* Represent the Council at a range of functions and events in matters relating to electric and shared mobility, including attendance at public and Committee meetings, and to provide advice and evidence on the area of work covered by the postholder.

Requirements:

* Good knowledge of sustainable transport and highways and public realm scheme design principles, in particular the interface between different road users.
* Good level of political awareness and knowledge of the operation of local government.
* Comprehensive understanding of current issues and developments affecting transport, planning, the environment and local government in London.
* Comprehensive understanding of main central government, Mayoral and borough plans and policy issues relating to sustainable transport and planning - in particular around electric vehicle charging infrastructure and shared mobility services.
* Comprehensive understanding of relevant transport, highways and planning legislation and good appreciation of related legislation including local government and procurement legislation.

Skills and Abilities:

* Excellent communication skills, both written and verbal.
* Strong analytical skills with the ability to assess and evaluate a range of options and able to think strategically and contribute to the overall success of the service.
* Proficient in negotiation skills and highly effective listening, questioning and reasoning ability.
* Ability to manage own workload and deliver projects without close supervision.
* Ability to use personal initiative and innovate new methods to deliver quality outputs.
