Overview
In this position, you will oversee and steer the creation and execution of significant renewal and enhancement initiatives, financed by governmental bodies, clients, stakeholders, or a combination of funders, where Network Rail plays a sponsorship role. Your goal will be to ensure the realization of project benefits within the defined scope, timeline, and budget.
Key Responsibilities
- Establish strong relationships both internally and externally to balance the needs of clients, Network Rail, and the broader industry. Advocate for the interests of clients, customers, and stakeholders, serving as the primary point of escalation within Network Rail.
- Analyze and evaluate client requests to validate their feasibility. Collaborate with internal and external stakeholders to define a scope that maximizes client needs, value for money, network availability, and future development capacity.
- Take charge of transforming client requests into a comprehensive project requirements specification. Be accountable for crafting the initial project plan and budget, working alongside the project manager to outline delivery methods, expected milestones, resource needs, risks, issues, and funding sources.
- Develop business cases and investment documentation for projects.
- Formulate solutions that maintain 'business as usual' accessibility for our customers, considering the principles of a 7-day railway to minimize disruption for end users. Take a holistic view across portfolios to generate additional benefits, identify and resolve conflicting tasks, and drive efficiencies.
- Lead the assessment of risks associated with the project. Develop mitigation strategies and periodically review recovery progress.
- Critically evaluate plans to determine the feasibility of delivering the agreed scope within specified timelines and budget constraints, presenting any necessary scope modifications to the client for approval.
- Hold the Project Manager accountable for delivering the program within cost, time, and scope parameters. Conduct regular reviews to understand and challenge delivery progress against client requests. Communicate status updates against established milestones and expectations to stakeholders, implementing contingency measures as needed.
- Negotiate with clients and stakeholders regarding the project's commercial and contractual terms in line with relevant corporate policies and strategies. Act as the primary contact for negotiations and resolution of external scheme interface requirements, including any necessary processes to optimize the value of the scheme for Network Rail and its funders.
- Adhere to investment regulations, corporate governance standards, and the Guide to Railway Investment Projects. Follow corporate processes related to safety, finance, legal, and corporate affairs.
- Facilitate the fulfillment of duties assigned by the Client as outlined in the Construction Design Management (CDM) Regulations for the projects allocated to you.
Essential Qualifications
- Degree level qualification or equivalent experience.
- Experience managing client portfolios and engaging with individuals at all organizational levels.
- Ability to translate complex business challenges into manageable work packages and develop coherent, logical solutions.
- Proven capability to articulate information clearly in written reports and investment documents.
- Commercially savvy, persuasive, and focused on customer satisfaction.
- Demonstrated skills in influencing and negotiation.
- Experience leading a successful team.
Desirable Qualifications
- Background in management roles within a commercial setting.
- MBA or related postgraduate qualification.
- Experience in finalizing contracts and demonstrating commercial success.
