Job Summary:

We are seeking a highly skilled and experienced Building Control Officer/Surveyor to join our team at Michael Page (UK). As a key member of our team, you will be responsible for managing the day-to-day control of building work within the district, ensuring compliance with Building Regulations and ancillary legislation.

Key Responsibilities:

  1. Manage the day-to-day control of building work: Ensure that all building work is carried out in accordance with Building Regulations and ancillary legislation.
  2. Lead contact for major/complex projects: Be the primary point of contact for major and complex projects, responsible for plans examination, site inspections, and enforcement.
  3. Checking plans and notices: Check plans and notices for compliance with Building Regulations and ancillary legislation, preparing amendment schedules as necessary.
  4. Correspondence and liaison: Correspond with all necessary bodies and individuals regarding plans, notices, and other matters, including the Fire Service and Water Authorities.
  5. Site inspections: Conduct site inspections in connection with all types of development, ensuring compliance with Building Regulations and ancillary legislation.
  6. Fees and charges: Ensure that fees and charges are recovered in relation to Building Control applications, in accordance with the scheme of charges and controlling legislation.
  7. Investigations and enforcement: Undertake investigations of alleged breaches of Building Regulations, including the identification of contraventions, gathering evidence for proceedings, and attendance at court hearings.
  8. Record keeping: Maintain concise and organized records of site inspections, telephone conversations, meetings, and emails.
  9. Liaison and communication: Liaise, advise, and communicate with clients and industry professionals, including architects, surveyors, engineers, agents, contractors, and others.
  10. Administrative duties: Undertake routine written work, correspondence, and other administrative duties in connection with the Building Control function, within corporate and statutory timescales.
  11. Marketing and promotion: Contribute to the effective marketing of Local Authority Building Control locally and nationally, maintaining and promoting awareness of the competitive nature of Local Authority Building Control and the threat of other providers.
  12. Commercial development: Assist the Building Control Manager with the commercial development of the group, recognizing and taking advantage of additional revenue streams.
  13. Cross-boundary working: Be involved in cross-boundary and partnership working with other local authorities as required by the Building Control Manager.
  14. Business management: Assist in the business-based management of the group, ensuring that the requirements relating to the statutory 'Building Control Trading Account' are achieved.
  15. Advice and guidance: Give advice to the public and other ENC Departments/Groups on Building Regulation and construction matters.
  16. Dispensation of Building Regulation requirements: Advise applicants and consider applications for the dispensation of Building Regulation requirements.
  17. Testing and inspections: Organize the testing of controlled services and materials when necessary.
  18. Emergency response: Carry out prompt investigations and inspections of dangerous structures, including the organization and supervision of emergency remedial work, the service of statutory notices, and liaison and/or provision of advice to the emergency services as appropriate.
  19. Demolitions: Carry out investigations, inspections, and related actions in respect of the control of demolitions, including the service of statutory notices.
  20. Certificates and notices: Administer Initial Notices, Plans Certificates, and Final Certificates relating to The Building (Approved Inspectors etc.)
  21. Building failures: Investigate building failures, preparing reports and evidence for insurance purposes (Third Party Claims).
  22. Statistical returns: Provide information concerning the progress of construction works for statistical returns.
  23. Land charges searches: Prepare information required for Land charges Searches relating to the Building Regulations.
  24. Liaison with other groups: Liaise with other groups within the council in respect of any matters of common interest, for example, use of materials, levels, setting out, and enforcement of Planning conditions, to ensure developers proceed in accordance with approved drawings and specifications.
  25. Information dissemination: Assist in the promotion of the group and dissemination of changing regulatory requirements by the development and updating as necessary of information leaflets, guidance documents, and the group's website.

Requirements:

We are looking for a competent and experienced Building Control Officer/Surveyor who is registered to minimum Class 2. The ideal candidate will have a strong understanding of Building Regulations and ancillary legislation, as well as excellent communication and interpersonal skills.
