Position Overview

The NHS Wales Shared Services Partnership (NWSSP) oversees the entire Procure to Pay process for all Health Boards, Trusts, and SHAs across Wales. An exciting opportunity has emerged for a Senior Category Manager within the Medical Sourcing division.

Key Responsibilities

To excel in this position, the ideal candidate will possess a mindset geared towards continuous improvement, adaptability to shifting priorities, and resilience. A proven history of delivering innovative service enhancement solutions is essential, alongside the capability to manage a demanding workload efficiently while adhering to policies and procedures to meet strategic and operational objectives.

While experience in this specific category is preferred, it is not mandatory, as on-the-job training will be provided, and transferable procurement and commercial skills are highly valued.

Core Duties

- Assist in aligning the strategic direction of all NHS Wales organizations with NWSSP's strategic goals as part of the Integrated Medium-Term Plan (IMTP).

- Support the leadership of the Assistant Head of National Sourcing in executing a National Sourcing category strategy for Medical Devices.

- Collaborate with the team to formulate and implement a comprehensive sourcing plan aimed at fulfilling prioritized customer requirements and generating savings from non-pay budgets.

- Utilize commercial insight and skills to navigate a complex and evolving environment throughout NHS Wales.

- Employ innovative and strategic thinking to foster continuous service improvement initiatives, challenging outdated practices when necessary, and ensuring the adoption of best practices that enhance the efficiency and effectiveness of the National Medical Sourcing Team.

- Oversee the operational management and performance evaluation of the entire Procurement team in accordance with departmental Key Performance Indicators (KPIs). Assist the Assistant Head in addressing FOI and Audit and Assurance inquiries.

Welsh language proficiency is desirable for this role; applications from both English and/or Welsh speakers are welcomed.

Qualifications and Experience

Essential qualifications include a postgraduate degree or equivalent experience in a relevant field, along with demonstrable project management expertise and specialized knowledge of contract law and EU legislation pertinent to public procurement. Familiarity with Health Board procurement processes and NHS policies is crucial.

Desirable qualifications include knowledge of best practices in benchmarking and performance measurement, as well as experience with e-business systems and strategic procurement management.

Skills and Attributes

Essential skills encompass excellent communication abilities, both written and verbal, strong negotiation and influencing skills, and proficiency in IT applications, particularly in word processing, spreadsheets, and databases. The ability to analyze complex data sets and propose effective solutions is vital.

Desirable skills include proficiency in the Welsh language across various competencies.
