About the Service

Ardal represents a collaborative procurement initiative among four local authorities dedicated to serving the communities of Cardiff, Monmouthshire, Torfaen, and the Vale of Glamorgan. The combined annual expenditure on goods, services, and works across these authorities exceeds £ billion. The procurement division of Ardal is organized into specialized operational teams, including Professional Services & ICT, Corporate & Transport, Social Care & Community Services, Building & Estates, as well as Highways, Waste & Parks.

To enhance our Category Teams, we present an exciting opportunity to become a part of our award-winning team hosted by Cardiff Council as a Category Specialist.

The team is responsible for supporting the procurement and sourcing functions across various expenditure categories. Additionally, the team manages several national collaborative frameworks, such as the South East Wales Technical & Professional Services, South East & Mid Wales Collaborative Civil Engineering, and Highways Construction Framework, among others. We encourage applications from individuals with experience in procuring these types of goods, services, and works, or those possessing knowledge of these sectors, although this is not a prerequisite.

Working with the Ardal Team will serve as a catalyst for ongoing professional development for suitable candidates, providing exposure to diverse and innovative procurement initiatives with the necessary support.

As we aim to procure goods, services, and works that align with our citizens' expectations regarding economic recovery while addressing the climate emergency and the need to maintain a balanced budget.

About the Role

We seek enthusiastic individuals with excellent communication skills who can demonstrate the qualifications and experience outlined in the Person Specification. The primary responsibilities and requirements of the role include, but are not limited to:

  • Assisting the Senior Category Manager, Category Manager, and Senior Category Specialist in the design, development, and execution of procurement category plans and sourcing strategies.
  • Ensuring the completeness, accuracy, and timeliness of tender and contract documentation within assigned categories.
  • Supporting the achievement of target savings and value for money within the assigned commodity and less complex categories and subcategories.
  • Assisting Directorates in effectively implementing key activities within the approved strategic sourcing solutions.

Providing guidance and training to Service Areas as needed on any new or existing procurement processes to enable them to become informed customers.

What We Are Looking For

We aim to appoint self-motivated individuals who may possess procurement experience primarily from the public sector, although this is not mandatory. This experience could span a wide range of expenditure categories or be aimed at developing a career in public sector procurement.
