Job Summary

The Ministry of Housing, Communities and Local Government is seeking a highly skilled Programme Manager to lead the engagement with the Unity cluster in the development of a shared service model. As a key member of the team, you will be responsible for proactively leading the programme, working closely with the Government Shared Service (GSS) leads across Finance, Commercial, HR, Digital, and our Arms Length Bodies (ALBs).

Key Responsibilities

  • Programme management of the MHCLG Unity programme, working closely with the GSS leads to deliver a centralised single shared service model across the Finance, Procurement, HR, and Payroll business processes, data, and technology.
  • Lead the engagement with the Unity Programme Management Office, representing MHCLG in regular Unity meetings and senior stakeholder briefings.
  • Manage MHCLG's response to the Unity Programme Business Case, including the baselining of costs and the identification of benefits.
  • Work with the established group of GSS leads to oversee and co-ordinate MHCLG's engagement with the wider Unity workstreams, including Change, Data, Functional Teams, and Technology.
  • Contribute to the planning and design of MHCLG's post-Unity organisation and controls.
  • Support the management of the people impact of the Unity programme, including staff briefings, TU engagement, and the transition of MHCLG staff to Unity.
  • Develop suitable management information reporting for the Programme Board.
  • Liaise with all relevant team leads to ensure all programme tracking data is up to date and relevant.
  • Maintain effective programme and project management tools to support the team leads in keeping the programme on track.
  • Develop a PMO function to support the Unity engagement.
  • Manage FTE SEO.

Person Specification

We are looking for a candidate with strong programme management skills, the ability to communicate effectively with a variety of stakeholders, and experience in leading change initiatives. The successful candidate will have the ability to collate and organise a wide variety of information from different sources, work proactively and at pace, and adapt to changing circumstances and new priorities.
