Key Responsibilities:

Leading and supervising a dedicated finance team in providing comprehensive financial guidance to various departments and budget managers.

Maintaining current knowledge of legislative and professional standards related to capital management, technical accounting advancements, taxation, and treasury management. Ensuring relevant personnel and elected officials are informed about significant technical changes in legislation and professional practices. Offering strategic advice to the Executive Director of Finance and Resources, the Assistant Director of Finance and Resources, and senior management regarding financial matters.

Collaborating with the Group Accountant to develop Service Budgets that align with the organization’s priority-driven budgeting framework. Overseeing budget profiling and the preparation of financial forecasting reports. Taking the lead in coordinating the closure of accounts related to departmental expenditures. Providing insights on efficiencies and assisting Service Areas in identifying and achieving their efficiency goals and budget reductions.

Working alongside other senior managers to support the formulation of the organization’s capital strategy. Driving the performance enhancement agenda to integrate financial and performance management, including risk management, to ensure the generation, research, and analysis of high-quality management information.

Additionally, effectively managing the Finance Business Partnering Team, ensuring a productive, safe environment that fosters a culture of continuous learning and improvement.

Benefits:

Qualifications:

  1. Minimum of 5 years of relevant experience in financial management at a senior level within a large, complex organization.
  2. CCAB qualified.
  3. Proven expertise in all aspects of financial operations with the ability to provide high-level advice on financial matters.
  4. Thorough understanding of current and emerging government legislation, statutory regulations, and key operational initiatives affecting the public sector.
  5. Strong awareness of the political landscape within local government and experience in managing politically sensitive issues.
  6. Ability to comprehend complex financial information and communicate it effectively to others.
  7. Skilled in both operational and strategic contexts, utilizing information systems efficiently and possessing strong analytical capabilities.
  8. Effective communicator (both written and verbal) with the ability to provide clear and balanced advice.
  9. Innovative thinker capable of generating practical solutions to complex financial and organizational challenges.
  10. Experience in collaborative work within multidisciplinary teams to achieve cross-sector/service objectives.
  11. Proven track record in mentoring, supporting, and training staff to enhance individual potential.
