Job Description: Homelessness Prevention Officer

We are seeking a dedicated and experienced Homelessness Prevention Officer to join our team. The successful candidate will play a vital role in assessing the needs of individuals experiencing or at risk of homelessness, providing guidance on housing options, and connecting them with appropriate resources.

Key Responsibilities:
  • Conduct thorough assessments of households facing homelessness or threatened with homelessness to determine their eligibility for support services and identify suitable housing solutions.
  • Provide confidential and impartial advice to clients regarding their housing rights, obligations, and available options under relevant legislation and council policy.
  • Actively promote the organization's homeless prevention agenda by identifying appropriate housing interventions and utilizing available resources such as Discretionary Housing Payments (DHP) to assist individuals in resolving their accommodation challenges.
  • Advise clients on the council's obligations under Part VI and Part VII of the Housing Act 1996, the Homelessness Act 2002, and the Localism Act 2011.
  • Investigate the circumstances of individuals presenting as homeless and determine the council's statutory duties in accordance with current legislation, case law, and the Code of Guidance 2006. Issue legally sound S184 decision letters accordingly.
  • Maintain detailed and accurate case notes, update computerized records, conduct correspondence, and respond to inquiries promptly to ensure efficient case progression.
Essential Requirements:
  • Minimum of 3 years of experience working within a statutory homelessness service.
  • Proven ability to compose and issue comprehensive and legally robust S184 decision letters in compliance with the duties owed to clients under homelessness legislation.
  • Experience implementing homeless prevention initiatives and understanding their effectiveness.
  • In-depth knowledge of legislation and duties owed to homeless persons by the council under Part VI and Part VII of the Housing Act 1996, the Homelessness Act 2002, and the Localism Act 2011.
  • A good standard of general education.
