About the Role

The Capital Investment and Infrastructure Delivery team at Essex County Council is dedicated to developing and delivering a capital programme that drives financial returns and supports the Council's strategic priorities. We are seeking a highly motivated and experienced Development Manager to lead specific projects within this dynamic environment.

As a Development Manager, you will play a crucial role in shaping and executing our capital investment strategy. You will be responsible for the overall direction, coordination, implementation, and completion of projects, ensuring they align with business goals and are delivered on time and within budget.

Key Responsibilities

  • Contribute to the development of strategies and plans to effectively manage stakeholder expectations throughout the project lifecycle.
  • Collaborate with senior leaders and stakeholders to define project scope, critical success factors, and deliverables in alignment with wider strategic objectives.
  • Develop and deliver comprehensive project control documentation, ensuring compliance with agreed guidelines and facilitating audits.
  • Proactively manage project progress, identifying risks, changes in scope, and potential issues. Develop contingency plans to mitigate risks and escalate concerns as necessary.
  • Provide regular progress reports to the Portfolio Manager and Project Board, offering insights into project performance and informing decision-making.
  • Oversee project budgets, identifying opportunities for efficiency savings and value for money benefits. Produce accurate forecasts and reports to track financial performance.
  • Foster strong relationships with internal and external stakeholders to ensure seamless delivery of work streams and projects to agreed quality standards.
  • Contribute to the continuous improvement of project governance and management processes by staying abreast of industry best practices and emerging methodologies.

Essential Skills and Experience

  • A degree in a relevant subject or equivalent professional qualification, coupled with evidence of continuing professional development in the field of project management.
  • Professional accreditation or demonstrable expertise in project management methodologies such as PRINCE2.
  • A strong understanding of change management theories and practical application experience.
  • Proven ability to develop and maintain comprehensive project plans, including key milestones and resource allocation strategies.
  • Excellent communication and interpersonal skills, enabling effective collaboration with diverse stakeholders.
  • Experience in managing projects within a public sector environment is highly desirable.
