Position Overview

This role is a contract opportunity with a Local Authority based in South London.

Role Summary:

· Oversee the statutory evaluation process and manage casework for a designated group of children and young individuals aged 0-25 years with Special Educational Needs and Disabilities (SEND), ensuring the creation of high-quality, outcome-oriented Education Health and Care Plans (EHCPs).

· Supervise the annual review process of EHCPs for the assigned caseload, participating in reviews as necessary and ensuring that outcomes are effectively managed in accordance with statutory timelines as per relevant legislation.

· Take the lead in identifying suitable provisions as outlined in the EHCP for children and young individuals with SEND, collaborating with multidisciplinary teams across education, health, and care sectors.

· Actively engage in enhancing best practices and expertise that align with the Council's statutory responsibilities under the relevant legislation.

Key Responsibilities:

· Manage a caseload of children and young individuals with SEND, adapting to frequently changing situations and prioritizing conflicting demands.

· Employ diverse strategies and skills to build effective relationships with children, young individuals, and their families, ensuring their active participation in the statutory process.

· Administer the statutory evaluation process for the designated caseload of children and young individuals with SEND.

· Develop high-quality, outcome-focused EHCPs in compliance with statutory guidelines.

· Identify and coordinate appropriate placements for children and young individuals undergoing statutory evaluations or transitioning settings, ensuring tailored support is available to meet individual needs.

· Provide guidance to educational institutions to assist them in fulfilling their statutory obligations in supporting children and young individuals with SEND.

· Foster effective relationships with children, young individuals, and their families, facilitating their involvement in the statutory process.

· Execute necessary procedures for children and young individuals with EHCPs moving in or out of the borough.

· Attend reviews as required, particularly focusing on transitions, at-risk placements, and changes in provision, collaborating with colleagues across the SEND service for support and guidance.

· Review recommendations from annual assessments, ensuring processes are managed in accordance with statutory timelines.

· Organize and/or participate in meetings, including EHCP meetings, transition meetings, parental discussions, case conferences, and statutory reviews as necessary.

· Monitor placements for an assigned group of children and young individuals, ensuring that the provisions in place meet their identified needs, and work in partnership with providers to offer support and challenge as needed.

· Prepare documentation, presenting robust, evidence-based recommendations to decision-making panels, and conduct follow-up casework as required.

· Provide information on individual cases to assist in preparing documentation for mediation and tribunal appeals related to Special Educational Needs.

Essential Qualifications:

· Comprehensive understanding of the relevant legislation and SEND Code of Practice.

· Awareness of policy changes affecting education, health, and care sectors.

· Strong knowledge of safeguarding regulations pertaining to disabled children and young individuals and their families.

· Commitment to person-centered planning practices.

· Experience working with children, young individuals, and families.

· Familiarity with special educational needs and disabilities within an educational context.

· Proficiency in conflict resolution.

· Experience collaborating with a variety of providers and partners.

Additional Information:

· This position requires an Enhanced DBS check.

· The role offers remote working arrangements, ideally with one day in the office each week.

· The compensation rate is fixed and non-negotiable.
