Serco is seeking a dedicated Marine Operations Support Specialist to join our Maritime team on a fixed-term contract. In alignment with our Maritime Services obligations, we oversee the operational management of a diverse fleet of vessels across various naval ports. Our focus is on small commercial vessels, including tugs, passenger transfer boats, workboats, and barges, along with two global support vessels.
In this role, you will report directly to the Marine Superintendent Scotland and will assist in managing marine operations while stepping in during their absence. Your responsibilities will include ensuring compliance with operational standards and regulations set forth by the Company, Customers, and relevant authorities.
Key Responsibilities:
- Assist the Marine Superintendent in enhancing marine operations and implementing continuous improvement initiatives.
- Conduct internal audits to ensure compliance with the Company's Safety Management System and international regulations.
- Provide guidance to Masters regarding legislative requirements for various vessel types.
- Perform routine vessel inspections to confirm adherence to safety standards.
- Investigate incidents and accidents, identifying root causes and preparing reports within designated timelines.
- Manage the Local Assure database, overseeing health, safety, and environmental reports.
- Input data into Assure, including unplanned events, inspections, audits, and safety tours.
- Develop and refine processes and procedures for the evolving Safety Management System.
- Review and authorize local operating procedures and risk assessments as necessary.
- Oversee operational trials to assess vessel capabilities and support documentation generation.
- Contribute to the modernization of chart and publication management on vessels.
- Assist in emergency preparedness drills and training for vessels.
- Collaborate with Technical Superintendents to monitor the maintenance of lifesaving and firefighting equipment.
- Support classification and flag state regulatory compliance.
- Conduct port assessments and assist with vessel access projects.
- Perform any additional duties as required within your skill set.
Essential:
- Officer of the Watch Unlimited STCW II/1; Chief Mate II/2 Unlimited STCW is preferred.
- Strong understanding of statutory regulations and the ISM Code.
- Experience in developing and reviewing risk assessments in a maritime context.
- Excellent communication skills, capable of engaging effectively with all levels of personnel.
- Valid UK driving license.
- Proficient in Microsoft Office applications.
- Seagoing experience, ideally with a commercial vessel background.
- Commitment to delivering high-quality service and improving operational effectiveness.
- Strong organizational skills and attention to detail.
- Evidence of ongoing professional development.
- ISM Auditor Qualification.
- Experience as a Safety Officer or in Accident Investigation.
- Familiarity with RN, MoD, and Merchant Navy operational environments.
- Qualified safety professional - minimum NEBOSH Level 3 or equivalent.
