Position: Senior Quantity Surveyor

Division: UK Construction / Construction North

Location: Regional office

Reporting to: Commercial Manager

Construction North is a segment of the UK Construction division, encompassing the Midlands, the North, and Scotland. Projects typically range from £5 million to £50 million, primarily within the Public Sector, with some engagements in the Private Sector. Key sectors include Leisure, Justice, Defence, Education, Health, and Commercial offices.

Opportunity Overview

The Senior Quantity Surveyor will engage in tendering processes and oversee new projects in the pipeline, aiming to lead commercial operations on a project. This role presents an excellent opportunity for an experienced senior surveyor with a proven history of managing commercial activities on projects and collaborating with Bid / Work Winning and Pre-Construction teams.

Role Objectives
  • Assume leadership and overall accountability for the commercial elements of a significant project, ensuring adherence to agreed profit margins and other deliverables.
  • Conduct regular assessments of the project's commercial performance to enhance certainty and maximize project success.
  • Ensure best practices and continuous enhancements in commercial processes on-site.
  • Provide high-quality management information to senior leadership.
  • Lead and develop a commercial team to ensure a fully integrated project approach.
Key Responsibilities
  • Maximize the project's commercial position for ISG while maintaining strong Client relationships.
  • Safeguard ISG's contractual interests by ensuring all obligations are met appropriately.
  • Ensure compliance with ISG's governance and procedural standards while striving for best practices.
  • Take a leading role in the valuation process, ensuring timely issuance of valuations and invoices.
  • Promote ISG's philosophy and culture on-site to ensure the commercial team is fully integrated into the project.
  • Maintain current knowledge of cost elements and pricing.
  • Develop initial project budgets, including tenders, and agree on detailed cost plans with the ISG team for alignment with the professional team.
  • Ensure adherence to project insurance arrangements.
  • Advise Clients and Consultants on available procurement routes.
  • Prepare and oversee Bid Package Tender Schedules.
  • Provide guidance on product selection, specifications, and assist with value engineering initiatives.
  • Advise on the selection of Sub-Contractors for package works.
  • Attend and, if necessary, chair meetings with the design team and Sub-Contractors.
  • Manage the change process proactively, ensuring design and planning implications are carefully evaluated.
  • Ensure timely issuance of upstream valuations and invoices.
  • Prepare ongoing final accounts throughout the project and aim for agreement at practical completion.
  • Complete final account administration and manage retention release closeout.
  • Conduct internal reporting via CVR, cash flows, project reports, and monthly project reviews.
  • Facilitate start-up meetings with the commercial team within the first week of contract award for assigned projects.
  • Ensure project team alignment with ISG's expectations for the specific project.
  • Monitor commercial resources on assigned projects to DCM, ensuring key risks are identified and communicated promptly.
  • Complete all identified actions within deadlines.
  • Hold regular commercial reviews for assigned projects on-site with the project commercial team to address performance, identify potential issues, and collaborate on solutions.
  • Mentor and lead commercial team members to support their development and progression.
  • Provide clear, timely feedback on performance, attitude, and behavior to individual team members on assigned projects.
  • Develop and implement a mechanism for sharing continuity of approach and lessons learned among allocated project commercials and project construction teams.
  • Act promptly to address performance or behavior issues, utilizing HR support as needed.
  • Assist DCM in the recruitment and selection of project commercial staff.
  • Advise DCM on specific training needs for Surveyors.
  • Foster positive relationships with Directors of sub-contractor organizations and other suppliers for assigned projects while ensuring targeted margins are achieved.
  • Prepare Bid Lists with proper commercial consideration and integrity, ensuring all are approved by the DCM.
  • Identify, follow up, and develop sales opportunities in collaboration with sales and marketing teams.
  • Proactively contribute to work-winning opportunities.
  • Provide commercial insights for proposals.
Qualifications & Experience
  • Experience with main contractors in the construction sector.
  • Direct experience across various project types.
  • Familiarity with different contract forms, including management forms, two-stage, single-stage, and Design & Build.
  • Experience as a Lead Surveyor on projects valued between £20 million and £50 million.
  • Demonstrated commercial focus with a proven track record of delivering high-quality results while maintaining positive relationships in challenging commercial environments.
  • Experience in claims resolution with both Employers and Sub-Contractors.
  • Experience in establishing, managing, and leading large project teams or multiple smaller project teams.
Educational Requirements
  • Recognized qualification in a building-related discipline.
  • Preferred chartership with MCIOB or MRICS.
