Job Overview

The Planning Casework Unit (PCU) within the Chief Planner’s Directorate is responsible for managing and adjudicating applications across 40 distinct categories of planning casework. This encompasses decisions regarding the calling in of planning applications, the confirmation of compulsory purchase orders, Environmental Impact Assessment (EIA) screenings, and the granting of planning permissions, among other responsibilities. The nature of these decisions can be complex and high-profile, addressing a variety of policy matters such as housing, design, energy, and climate change. The PCU provides guidance to the Secretary of State and other Ministers on cases necessitating Ministerial decisions.

The PCU operates from multiple locations nationwide, and this position reports to the Team Leader overseeing jurisdictional casework.

The successful candidate will contribute to delivering a high-quality service to Ministers, enabling them to make informed and legally sound decisions regarding casework, while also managing delegated casework. Ministerial casework often involves significant and contentious issues, requiring the post-holder to possess a high degree of political awareness, along with robust technical planning expertise and meticulous attention to detail. We are particularly interested in candidates with expertise in Environmental Impact Assessment or experience in evaluating planning applications.

Key Responsibilities

The post-holder will be tasked with advising and executing a range of planning casework activities. Responsibilities include:

  • Evaluating and deciding on planning permission requests;
  • Managing jurisdiction cases, including determining whether to call in or recover applications for Ministerial review;
  • Making substantive decisions regarding compulsory purchase orders;
  • Conducting EIA screenings and scoping;
  • Processing requests for revocation and other case types.

The post-holder will also support the management of the PCU and play an integral role within the team, collaborating effectively in an inclusive environment.

Given the high-profile and sensitive nature of Ministerial casework, the post-holder must develop and maintain political awareness alongside sound technical planning knowledge.

Additional Responsibilities

The post-holder will be responsible for:

  • Providing leadership support within the PCU;
  • Prioritizing their own case portfolio to ensure timely determinations;
  • Preparing advisory notes for senior officials and/or Ministers on significant cases, and making decisions on delegated casework;
  • Assisting casework leads in accumulating knowledge and providing advice on specific case types;
  • Supporting senior officials in decision-making while ensuring the quality and legality of their advice;
  • Identifying opportunities to enhance case handling and service delivery, promoting the PCU as a center of excellence;
  • Ensuring adherence to proper conduct and maintaining political awareness in managing high-profile cases;
  • Performing any other duties as assigned by the line manager, within the scope of PCU responsibilities.

The post-holder may also have direct reports and will receive support in developing management skills.

Qualifications and Experience

  • Understanding of the planning system or EIA process, acquired through professional qualifications or experience.
  • Chartered membership of the Royal Town Planning Institute or the Institute of Environmental Management and Assessment, or eligibility for such membership.

Technical Skills

Candidates will be required to complete a brief written task to demonstrate their planning knowledge and technical judgment in making planning decisions.
