Overview

In this position, you will oversee and steer the creation and execution of significant renewal and enhancement initiatives, financed by governmental bodies, clients, stakeholders, or various funding sources, where Network Rail plays a pivotal sponsorship role. Your goal will be to ensure the realization of project benefits within the defined scope, timeline, and budget.

Key Responsibilities

  1. Establish and nurture strong relationships with both internal and external parties to align the needs of clients, Network Rail, and the broader industry. Advocate for the interests of clients, customers, and stakeholders, serving as the primary escalation point within Network Rail.
  2. Analyze and assess client mandates to verify their feasibility. Collaborate with internal and external stakeholders to define a scope that maximizes client expectations, value for investment, network accessibility, and future development capacity.
  3. Take charge of transforming the client mandate into a formal project requirements specification. You will be accountable for crafting the initial project timeline and budget, working alongside the project manager to outline the delivery approach, anticipated milestones, resource needs, risks, issues, and funding sources.
  4. Prepare business cases and investment documentation for projects.
  5. Develop strategies that maintain uninterrupted access for our customers, considering the principles of a 7-day railway to minimize disruption for end users. Take a comprehensive view across portfolios to generate additional benefits, resolve conflicting tasks, and enhance efficiencies.
  6. Lead the evaluation of risks associated with the project. Formulate mitigation strategies and regularly review recovery progress.
  7. Critically assess plans to determine the feasibility of delivering the agreed scope within specified timelines and budget constraints, presenting any necessary scope modifications to the client for approval.
  8. Hold the Project Manager accountable for delivering the program within the defined cost, time, and scope parameters. Conduct regular reviews to monitor and challenge delivery progress against the client mandate. Communicate status updates against established milestones and expectations to stakeholders, implementing contingency measures as needed.
  9. Engage in negotiations with clients and stakeholders regarding the project's commercial and contractual terms, adhering to relevant corporate policies and strategies. Act as the primary contact for negotiations and resolution of external scheme interface requirements, including any necessary statutory processes and external consent issues to optimize the project's value for Network Rail and its funders.
  10. Ensure compliance with investment regulations, corporate governance, and the Guide to Railway Investment Projects. Follow corporate processes related to safety, finance, legal, and corporate affairs.
  11. Facilitate the fulfillment of duties assigned by the Client as outlined in the Construction Design Management (CDM) Regulations for the projects allocated to you.

Essential Qualifications

  • Degree-level qualification or equivalent experience.
  • Proven experience managing client portfolios and engaging with stakeholders at all levels.
  • Ability to translate complex business challenges into manageable work packages and develop coherent, logical solutions.
  • Strong writing skills, capable of conveying investment information succinctly.
  • Commercially savvy, persuasive, and client-focused.
  • Demonstrated skills in influencing and negotiation.
  • Experience leading successful teams.

Desirable Qualifications

  • Background in management roles within a commercial setting.
  • MBA or other relevant postgraduate qualifications.
  • Experience in finalizing contracts and demonstrating commercial success.
