We report our findings publicly, offer recommendations for enhancement, and facilitate Parliamentary oversight.

The Strategic Business Manager plays a pivotal role in enabling Audit Scotland to execute outstanding audit work that positively impacts public services across Scotland. This position directly assists the Leadership Team in ensuring the proficient and effective management of Audit Scotland's operational groups.

Key Responsibilities

  • Establishing effective systems for business planning, performance oversight, risk assessment, information management, and resource allocation.
  • Ensuring adherence to essential corporate policies, procedures, and standards.
  • Coordinating and facilitating decision-making regarding the audit program delivered on behalf of the Auditor General for Scotland and the Accounts Commission, while managing a small support team to fulfill these responsibilities.
  • Identifying areas for improvement and developing initiatives to enhance operational efficiency.
  • Collaborating with various colleagues across Audit Scotland's operational groups, including Performance Audit & Best Value, Audit Services Group, Business Support Services, Corporate Governance, Digital Services, Finance, and HR&OD to meet corporate information needs and ensure effective support mechanisms are in place.

Responsibilities Overview

The primary focus of this role is to provide essential support to the Leadership Team and individual Audit Directors in their professional responsibilities, which encompass budgeting, strategic and operational planning, personnel management, program oversight, data management, risk assessment, performance evaluation, and resource allocation.

Specific tasks include:

  • Developing and maintaining efficient reporting systems to support a variety of areas, including the dynamic work program, the Audit Scotland business plan, financial management, and performance metrics.
  • Identifying and implementing opportunities for continuous improvement in performance reporting.
  • Leading the annual compliance and governance assurance activities.
  • Managing risk registers for business groups.
  • Preparing and overseeing the implementation of the business plan.
  • Supporting the Leadership Team and senior managers to ensure adequate resourcing for the work program.
  • Developing systems for resource planning and audit budgeting.
  • Collaborating with the Communications team regarding publication timelines.
  • Engaging with the Accounts Commission Secretary for agenda planning.
  • Working with colleagues in business groups to ensure optimal resource utilization across Audit Scotland.
  • Contributing to corporate improvement initiatives as needed.
  • Participating in Corporate Governance and Digital Services Group discussions regarding information and records management.
  • Ensuring the effective operation of a records management system.
  • Overseeing the management and development of SharePoint sites and other information resources.
  • Leading the business management team, which includes the Data Manager and Policy & Information Officer, while coordinating support from the Business Support Services team.

  • A degree or demonstrable relevant experience in a complex corporate strategy or business management role.

  • Ability to analyze complex data and provide pragmatic solutions.
