Commercial Lead

About the Role
We are seeking a highly skilled and experienced Commercial Lead to join our team at the Department for Energy Security & Net Zero. As a key member of our Business Partner Commercial team, you will play a critical role in supporting the planning and execution of procurement activities that deliver value for money, comply with procurement law, and demonstrate best commercial and procurement practice.
Key Responsibilities
- Provide commercial advice and support to cross-functional teams, including the development of procurement strategies and the management of procurement activities.
- Lead the delivery of commercial advice and commercial activity across the full commercial cycle, from commercial strategy to contract exit.
- Manage the pipeline of procurements and register of contracts, including the use of the jagger platform.
- Develop business cases following the Green Book 5 case model and contractual or grant documentation.
- Negotiate with suppliers or partner organizations to secure best value for money.
- Ensure adherence to commercial processes, Public Sector regulations, and procedures.
- Work collaboratively with colleagues in policy, delivery, finance, PMO, Legal, and the wider BEIS Commercial team.
- Provide advice and guidance to contract managers to deliver best value and quality outputs for contracts and projects.
- Develop and lead procurements for DESNZ, supporting more complex procurements that conform to DESNZ Procurement Policy & Procedures Manual and comply fully with EU procurement law, DESNZ, and government policy.
- Produce procurement strategies for goods and services collaboratively with Commercial teams and the relevant DESNZ business unit.
- Build relationships with key internal and external stakeholders to develop a clear and agreed view on the needs of the business and target outcomes.
Requirements
- Technical knowledge requirements, including experience of managing procurements projects or working in large commercial programs.
- Knowledge of UK procurement law and commercial best practice, with experience of applying this to procurement activities.
- Commercially astute and able to negotiate best value for money with suppliers in contract negotiations.
- Experience of drafting commercial cases as part of business cases development.
- In-depth understanding and knowledge of relevant category, supply market, pricing, and commercial practices.
