Job Overview

We are seeking a driven, independent, and seasoned Proposal Manager to report directly to our Chief Technology Officer (CTO). The CTO is responsible for RedRock's technology strategy and the delivery of services to all clients.


This pivotal role encompasses overseeing our proposal development throughout all phases of the process, including bid qualification, pre-market engagement, primary proposal responses, and follow-up presentations.

You will be responsible for defining the win-theme, compiling and contributing to proposal content, collaborating with key stakeholders across our business leadership, delivery, and capability sectors, managing the overall proposal, and crafting RedRock's response.

This position requires the successful candidate to possess a unique blend of skills, including the ability to articulate business value in a technological context, creative problem-solving, stakeholder management, and project management expertise.

Key Responsibilities

Proposal Management


Take charge of the complete proposal process and serve as the primary contact for all aspects of the proposal, including planning, production, review, and submission of responses within established timelines.

Manage all proposal portals and monitor all incoming proposals from various sources.

Adhere to governance and procedures for internal proposal production processes.

Lead the qualification of proposals to reach a bid/no-bid decision.


Compile content for proposal responses based on insights gathered from subject matter experts to convey complex messages, typically technical, to the intended audience and aligned with the requirements we are addressing.

Review and refine proposal submissions to ensure compliance with all requirements and clarity of win-theme messaging.

Create, author, edit, and design (with support) presentation content and coach proposal presenters.


Align proposal responses with RedRock Brand Guidelines and ensure tone of voice and language reflect RedRock's culture and values.


Assist in developing the commercial model related to specific proposals or framework responses, aligning with guidance provided by the client.

Manage the timeline for proposal responses, ensuring adequate time for reviews, updates, and approvals.


Gather proposal responses and capture feedback from both successful and unsuccessful proposals, actively utilizing this feedback to continuously enhance our proposal process and responses, leading to increased success rates.

Support the production of case studies in collaboration with our business development, delivery, and marketing teams.

Essential Experience

Minimum of 5 years of professional experience in leading proposal/tender/RFP production.

Proficient in managing the creation of evidence-based proposal responses to complex solutions that address requirements and resonate with the intended audience.

Experience with public sector procurements.

Demonstrable success in managing the production of proposal responses that progressed to contract award stage.

Experience working within a proposal capacity for organizations delivering IT services.

Able to cultivate relationships with key stakeholders across various disciplines and levels within an organization.

Skilled in preparing documents in Microsoft Word & PowerPoint to an exceptionally high standard, adhering to corporate brand guidelines.

Desirable Experience

Experience in proposal management specifically for complex IT solutions delivered through multidisciplinary teams.

Familiarity with opportunities in government Digital & Data departments, including knowledge of GDS Service Standards and delivery lifecycles.

Experience across a wide range of business sectors, covering both public and private sectors.

Experience collaborating with marketing and design teams to create impactful visual representations of complex information in a simplified manner.
