The Commercial Directorate plays a pivotal role in facilitating DHSC's commercial engagements with external entities while assisting ministers in achieving their objectives. Our mission is to ensure that health and care policies are executed with optimal value for taxpayers.

We achieve this by spearheading and supervising the department's direct commercial initiatives, enforcing commercial policies across DHSC and its associated bodies, and providing counsel to the Secretary of State. Grants serve as a vital financial tool for implementing Government policies and meeting operational demands. The Department allocates substantial funds annually to a diverse array of organizations, including the Voluntary, Community, and Social Enterprise (VCSE) sector, local authorities, care facilities, and international aid through Official Development Assistance (ODA).

The DHSC Grants Team, situated within the Commercial Directorate, comprises a dedicated group of 9 professionals, including one Grade 6, two Grade 7s, three Senior Executive Officers (SEO), two Higher Executive Officers (HEO), and one Executive Officer (EO), distributed across various locations.

Role Responsibilities

The granting process is regulated by the Cabinet Office's Grants Management Function (GMF), which establishes the Grants Functional Standard (GovS015). The DHSC Grants Team is responsible for overseeing the department's grants governance and ensuring compliance. Key responsibilities include:

  • Collaborating with commercial, legal, and financial teams to evaluate funding options and make informed decisions regarding the most suitable funding mechanisms.
  • Assisting policy teams in designing and implementing competitive grant programs and ensuring that robust evidence supports direct awards.
  • Providing guidance to policy teams to facilitate grant awards while ensuring adherence to all necessary approvals, monitoring, and evaluation processes.
  • Conducting thorough due diligence and risk assessments for all potential grantees.
  • Reporting grant allocations to the Cabinet Office and HMT.
  • Maintaining accurate records of all grants in the Government Grants Information System (GGIS) and the department's commercial management system (Atamis).

This position offers an exceptional opportunity to engage in the design and implementation of systems and processes that enhance the value derived from DHSC grants.

The Grants Officer role involves supporting the department's granting activities, collaborating with various stakeholders to translate policy needs into actionable grant schemes, overseeing scheme management, and identifying areas for process improvement.

Initially, the successful candidates will assist an SEO with their portfolio of schemes and subsequently take responsibility for a segment of that portfolio. Each portfolio will encompass a diverse range of activities commissioned by the department through available grant channels to local authorities and both domestic and international VCSE organizations.

Key responsibilities will include:

  • Working closely with policy, commercial, finance, and legal teams to determine the most effective funding routes.
  • Ensuring that each scheme meets the Minimum Requirements outlined in the Cabinet Office Functional Standards.
  • Providing support and assurance throughout the lifecycle of each scheme.
  • Maintaining up-to-date records and data across the two management information systems (GGIS & Atamis).
  • Performing additional ad-hoc tasks as required at this level, such as data quality checks and due diligence assessments.

One position will involve task management responsibilities for one team member (an EO), necessitating the identification of suitable tasks for delegation and fostering effective working relationships to ensure prioritized delivery. Providing objective feedback will be crucial for the EO's development and career progression.

Compensation and Benefits

The salary for this position is £32,188, with the Department of Health and Social Care contributing £8,690 towards membership in the Civil Service Defined Benefit Pension scheme. Additional benefits include:
