The Office for National Statistics (ONS) stands as the foremost provider of official statistics in the UK, addressing a variety of significant economic, social, and demographic subjects. The Payroll and Pensions division plays a crucial role within the Finance, Planning, and Performance Directorate at ONS, with a strong focus on enhancing employee experience. Our team delivers a payroll service that adheres to legislative standards while offering effective advice and maintaining robust relationships with key external partners, including HM Treasury, Cabinet Office, HM Revenue & Customs (HMRC), and the Civil Service Pension scheme (MyCSP).

Position Details

The Pay Unit consists of a dedicated team of 9 members operating from multiple locations. You will report directly to the Assistant Payroll Manager. Our primary goal is to ensure the precise and timely disbursement of wages and salaries to all ONS personnel, whether they are based on-site or working in the field. We manage a substantial monthly payroll, adhering to strict deadlines and handling a high volume of transactions, data entry, and verification. Additionally, we oversee the calculation and implementation of statutory and voluntary deductions from employee compensation, ensuring prompt payments to relevant agencies such as HMRC for taxes and National Insurance, pension contributions, charitable donations, and fees for private healthcare services.

We collaborate with Consultants to Government and Industry (CGI) for the provision of payroll software and services on a semi-managed basis. This arrangement allows the Pay Unit direct access to input and modify employee pay records, including new hires, permanent changes (such as personal information), temporary adjustments (like overtime and performance-related pay), and terminations.

You will be responsible for receiving payroll-related information and instructions from various sources, verifying their validity and authorization, and subsequently calculating and entering data into the payroll system. Addressing pay-related inquiries is a vital aspect of this role, whether they originate from staff, managers, the Human Resources Advisory Hub, or external agencies such as HMRC and the Department for Work & Pensions (DWP).

While not mandatory, prior experience in a payroll position, particularly with a computerized payroll system, would be advantageous.

Key Responsibilities:

  • Accurately calculating and entering data into the Payroll system in a timely manner to support the authority's operations.
  • Generating high-quality and precise outputs within established timelines.
  • Utilizing Oracle Fusion for data entry and analysis.
  • Reviewing information from external sources for quality assurance and resolving data discrepancies.
  • Responding to inquiries and resolving issues through collaboration with Human Resources teams, business areas, or employees.
  • Providing support, training, and guidance to team members.
  • Performing additional tasks as assigned by management.
