About the Role

We are seeking a highly skilled Programme and Project Manager with Line Management experience to join our team at the NHS Business Services Authority. As a key member of our Programme Management Directorate, you will be responsible for the end-to-end delivery of projects and programmes, as well as providing line management for project professionals.

Key Responsibilities
  • Line Management: Line manage, coach, and mentor project delivery and change management professionals, including appraisals, performance management, and talent development.
  • Programme and Project Delivery: Deliver programmes and projects in line with the NHSBSA Programme and Project Management Frameworks, internal and external assurance requirements, and stakeholder expectations.
  • Programme and Project Management: Provide day-to-day management and leadership of programmes and projects, including budgeting, forecasting, and resource allocation.
  • Business Case: Develop and deliver programme and project business cases, including drafting and securing collaborative input from subject matter experts.
  • Budget: Develop and manage budgets, ensuring all expenditure is governed in accordance with NHSBSA Standing Financial Instructions and DHSC/Cabinet Office spend controls.
  • Resource Management: Secure resources and direct planning, scheduling, resourcing, and estimating for large-scale programmes.
  • Benefits Realisation: Deliver agreed business case scope, ensuring benefits are realised in post-project benefit realisation.
  • Stakeholder Management: Identify and manage stakeholder relationships, highlighting the need for senior-level support.
  • Risks and Issues: Identify and monitor project risks and issues, developing mitigating actions and escalating as necessary.
  • Governance and Controls: Maintain overall integrity and coherence of programme and governance framework, planning programme assurance activities.
  • Change Management: Define change management approach, ensuring effective change management processes are in place.
  • Dependency Management: Work with project leads and business-as-usual teams to ensure programme dependencies are actively managed.
  • Programme Leadership Vision and Objectives: Cascade programme vision, translating into delivery objectives for the team.
  • Guidance and Support Programme and Project Management Community: Provide support, guidance, direction, and coaching to team members and the broader departmental profession.
Requirements
  • Essential: Strong stakeholder management and communication skills, ability to build effective relationships with senior stakeholders, resilient and determined with strong negotiation skills.
  • Desirable: Awareness of NHSBSA's strategy, business plans, and major programmes of work, knowledge of Government Functional Standards for Project Management GovS002, specialist subject knowledge relevant to project profession, evidence of continued professional development.
Experience
  • Essential: Line management experience of project delivery professionals, significant experience in team leadership and managing virtual teams, significant experience and track record in successful definition and delivery of programmes and projects using recognised delivery frameworks.
  • Desirable: Implementing external assurance standards within a programme/project environment, specialist experience relevant to programme and project profession.
Qualifications
  • Essential: Programme management practitioner qualification, project management practitioner qualification, degree or relevant management qualification, or significant work-based experience in a middle/senior management role.
  • Desirable: Programme and project delivery specialism, relevant post-graduate qualification, further education/training course certification in leadership and management discipline.
