Job Description

We are seeking a highly skilled Pre-Construction Manager to join our team. The successful candidate will be responsible for establishing the civil pre-construction strategy, including procurement strategy and tender preparation time schedule.

  • Develop and implement a comprehensive civil pre-construction strategy, ensuring alignment with company procedures and processes.
  • Establish and agree project temporary requirements, including laydown and utilities, and provide inputs to the QS for inclusion into the BOQ and estimate.
  • Manage the procurement process of civil works, ensuring timely and cost-effective delivery.
  • Conduct market assessments and identify suitable contractors for new and ongoing markets.
  • Ensure contractors are prequalified in accordance with company procedures.
  • Provide input to BOQ preparation and preparation of enquiry documents, such as technical specification documents.
  • Manage the process of issuing subcontract enquiry documents to civil contractors and coordinating responses to technical clarifications.
  • Review returned bids, including scope, program, price, deviations, exclusions, and clarifications, and provide input to the bid analysis document.
  • Prepare and present the Award Recommendation to Civil and Project Execution Management and the Board.
  • Develop construction sequences and methodologies, milestone, and payment schedules for the subcontract.
  • Lead RFQ clarifications, discussions, and negotiations with civil contractors up to contract signature.
  • Ensure feedback from executed projects is utilized in future Tender projects, providing support and guidance to tender managers, particularly in aspects of constructability.
  • Provide input to the civil section of the Project Execution Strategy in conjunction with the Civil Project Manager.

Requirements

To be successful in this role, you will need:

  • Construction management and/or commercial management background with experience in multi-disciplinary heavy civils plant projects.
  • In-depth knowledge and understanding of construction methods, interfaces, productivity, and scheduling.
  • Excellent negotiation skills, with the ability to persuade business partners and implement solutions.
  • Several years' experience working with multidisciplinary project teams.
  • Strong ability to communicate in verbal and written English, preferably with a second language.
  • Excellent capabilities in communicating complex technical issues.
  • Good knowledge and experience in Microsoft applications, including PIRS, SAP, and MS Project.
  • Strong intercultural skills and abilities.
  • Ability to apply company procedures and existing templates, participating in development where necessary.
  • Strong project management skills, with the ability to handle multiple projects concurrently.
  • Self-motivated and proactive, with a strong presentation style.
