Job Description

As a Pre-Construction Manager, you will be responsible for the civil procurement pre-construction in accordance with the applicable process and procedures.

Key responsibilities include:

  • Establishing the civil pre-construction strategy, including the procurement strategy and tender preparation time schedule.
  • Establishing the civil scope of works for each package (DOW).
  • Establishing and agreeing the project temporary requirements, including laydown and utilities, and providing inputs to the QS for inclusion into the BOQ and estimate.
  • Managing the procurement process of civil works.
  • Providing inputs to the civil tender time schedule in conjunction with the Tender Manager Civil and Civil Scheduler.
  • Conducting market assessments and identifying appropriate contractors for new and ongoing markets.
  • Ensuring that Contractors are prequalified as required in Company procedures.
  • Providing input to BOQ preparation and preparation of enquiry documents, such as technical specification documents.
  • Managing the process of issuing subcontract enquiry documents to civil contractors and coordinating and issuing responses to technical clarifications.
  • Reviewing the returned bids - scope, programme, price, deviations, exclusions, and clarifications, including reviewing and providing input to the bid analysis document (prepared by QS).
  • Preparing and presenting the Award Recommendation to Civil and Project Execution Management and the Board.
  • Preparing construction sequences and methodologies, milestone, and payment schedules for the subcontract.
  • Leading RFQ clarifications, discussions, and negotiations with civil contractors up to contract signature.
  • Ensuring that Feedback from executed projects is utilized in future Tender projects. Providing support and guidance to tender managers, particularly in the aspects of constructability.
  • Providing input to the civil section of the Project Execution Strategy in conjunction with the Civil Project Manager.

Requirements

To be successful in this role, you will need:

  • Construction Management and/or Commercial Management background with experience in multi-disciplinary heavy civils plant projects.
  • In-depth knowledge and understanding of construction methods.
  • In-depth knowledge and understanding of construction interfaces, productivity, and scheduling.
  • Excellent negotiation skills.
  • Persuades business partners, including in controversial discussions.
  • Selects solutions and implements them.
  • Can bring own competencies to the Organisation and contribute to internal development.
  • Several years' experience with multidisciplinary project teams.

Competence in working methods

You will need:

  • Strong ability to communicate in verbal and in written English, preferably with a second language.
  • Excellent capabilities in communication of complex technical and issues.
  • Good knowledge and experience in Microsoft applications.
  • Familiar with the Tools and Procedures used (user knowledge of PIRS, SAP, and MS Project).
  • Strong intercultural skills and abilities.
  • Able to apply the existing Company procedures and existing templates, participating in development where necessary.
  • Strong project management skills.
  • Self-motivated and proactive.
  • Able to handle multiple-projects in conjunction.
  • Strong presentation skills.
