Job Summary

The House of Commons is seeking a highly skilled and experienced professional to fill the role of Head of Portfolio Governance and Assurance. This is a pivotal position that will play a key role in delivering the strategy of the House of Commons Service through effective financial planning and control, monitoring organisational performance, and supporting the delivery of projects and programmes across Parliament.

About the Role

  • Lead the strategic management and oversight of Parliament's portfolio of programmes and projects, with specific responsibility for programme and project Governance and Assurance.
  • Develop and continuously improve the governance framework for major projects and programmes in Parliament, ensuring compliance with Government best practice.
  • Manage the EPMO Governance and Assurance function and team, providing guidance and support to ensure the delivery of high-quality services.
  • Provide governance and integrated assurance advice to senior stakeholders, including Risk Potential Assessments, Gateway Reviews, and services for a large and diverse portfolio of projects and programmes.
  • Anticipate and manage high-level risks and uncertainties, ensuring the effective delivery of projects and programmes.

Key Responsibilities

  • Develop and implement effective governance frameworks to ensure the delivery of projects and programmes in line with Government best practice.
  • Provide expert advice on governance and assurance matters to senior stakeholders, including the Director of EPMO.
  • Manage and develop the EPMO Governance and Assurance team, ensuring the delivery of high-quality services.
  • Collaborate with stakeholders to ensure the effective delivery of projects and programmes.

Requirements

  • Proven experience in programme and project governance and assurance, with a strong understanding of Government best practice.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with senior stakeholders.
  • Strong analytical and problem-solving skills, with the ability to anticipate and manage high-level risks and uncertainties.
  • Ability to work independently and as part of a team, with a strong focus on delivering high-quality services.
