The Animal and Plant Health Agency (APHA) operates as an executive agency under the Department for Environment, Food & Rural Affairs, serving the interests of the Scottish and Welsh Governments. Our dedicated team of over 2,500 professionals collaborates to provide essential research, guidance, and support to the UK Government, ensuring the protection of animal, public, and plant health for the benefit of our environment and economy.
The Science Directorate (SD) is committed to delivering high-quality, impactful, and relevant multidisciplinary science. Our workforce is diverse, talented, and motivated to achieve innovative results. As the Deputy People Lead, you will assist the People Lead and collaborate with various stakeholders, including Science Directors, the Head of SSP, HR Business Partners, and departmental managers, in the following areas:
- Policy Management: Collaborate with the People Lead and Shared Services to interpret and advise on HR policies for staff and management. Ensure effective communication of policy updates and address any discrepancies.
- Apprenticeship Coordination: Support the management of specialist technical apprenticeships, liaising with educational institutions and external providers to maintain accurate records and communications.
- Learning and Development: Assist in planning and managing the L&D budget and programs, ensuring courses are executed smoothly and meet departmental needs.
- Academic Board Participation: Actively engage in the Academic Board to enhance scientific and veterinary capabilities, managing communications and supporting career development initiatives.
- Event Representation: Attend career fairs and corporate induction events to promote recruitment and development opportunities within the Science Directorate.
- Health and Safety Advisory: Serve as the Departmental Health and Safety Adviser, ensuring compliance with safety protocols and conducting necessary training for new staff.
- Business Support: Assist the People Lead with specific projects and personnel-related tasks, including managing staff performance and development.
Candidate Profile
The ideal candidate will possess:
- Proven experience in effective communication and influence across diverse groups, including senior management.
- Knowledge of Learning and Development processes, particularly in scientific training.
- Experience in managing apprenticeship programs and understanding relevant policies.
- Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment.
- Excellent IT proficiency, particularly in data analysis and presentation.
- Ability to work collaboratively and maintain confidentiality in sensitive matters.

Benefits
In addition to a competitive salary, APHA offers a comprehensive benefits package, including contributions to a pension scheme, generous annual leave, and opportunities for professional development.
We are committed to supporting the growth and well-being of our employees, providing a welcoming environment that fosters collaboration and innovation.
