We are looking for a motivated project and programme management professional to join the DNO, focusing on the delivery of essential capabilities within the Defence Nuclear Enterprise. This role is situated within the Infrastructure and Materials team, which is responsible for managing significant capital investments.

The production of nuclear weapons involves intricate and multifaceted processes. Many required capabilities have not been realized for decades, necessitating the development of modern infrastructure to support nuclear warhead production and development. This position will oversee projects and programmes related to the Assembly and Disassembly of nuclear warheads and their components. Collaborating with various Delivery Agents, such as the Atomic Weapons Establishment, the role will utilize best practices in project and programme management to ensure effective delivery of capabilities. The successful candidate will receive support to become a subject matter expert in their designated area.

Due to the nature of the role, travel to DNO's primary locations will be necessary, with expenses reimbursed according to MOD travel policies. Occasional travel to other locations within the UK and internationally may also be required.

This position is structured for 37 hours per week.

Key Responsibilities

The successful candidate will:

  • Develop, implement, and ensure adherence to programmatic strategies for the Assembly & Disassembly sector, integrating with the broader portfolio and applying best-practice project/programme management principles.
  • Sponsor the initiation, planning, and execution of projects and programmes within the Assembly & Disassembly sector, ensuring performance, cost, and timeline objectives are met. This includes identifying capability gaps, supporting the development of mitigation options, and managing projects with Delivery Agents.
  • Assist the Senior Responsible Officer for project MENSA in governance, reporting, stakeholder engagement, and risk management, including support for external audit and assurance processes.
  • Lead and manage a small team within the Assembly & Disassembly sector, contributing to the overall Infrastructure & Materials team.

The role will also involve collaboration across the Infrastructure & Materials team, fostering resilience and contributing to the leadership and culture of the wider team. This may include spearheading process improvements, representing projects at broader capability forums, and briefing senior officials.

Flexible working arrangements may be considered, but regular attendance at the workplace is essential due to security requirements and the need for face-to-face collaboration. Candidates are encouraged to discuss potential arrangements with the recruiting manager prior to application.

Candidate Profile

Essential Experience, Skills, and Attributes:

  • Proficient in project, programme, and portfolio management (P3M).
  • Strong stakeholder engagement capabilities.
  • Ability to manage and prioritize a demanding workload effectively.
  • Demonstrated capacity to lead cross-functional teams in achieving critical milestones while recognizing dependencies across the broader programme.
  • Ability to communicate technical concepts to non-technical audiences effectively.

Desirable Qualifications and Experience:

  • Experience in managing large or complex projects/programmes, particularly within the Government's Major Projects Portfolio.
  • Relevant qualifications in project or programme management (e.g., APMP, PRINCE2, MSP).
  • Experience with Business Case approvals.
  • Familiarity with infrastructure procurement and delivery.
  • Experience in capability management within a Defence context.
  • Background in the Defence Nuclear Enterprise or Defence and Security sector.
  • Experience in regulated sectors (e.g., Civil Nuclear).
  • A degree in a scientific or engineering discipline or equivalent professional experience.
  • Membership in a Professional Institution with a pathway to Incorporation or Chartership.
  • Knowledge of procurement and contract management.

This position is classified under the MOD Civilian Nuclear Post Control List and may be eligible for the Nuclear Recruitment and Retention Allowance, which is discretionary and subject to policy changes.
