Position Overview

The Cybercrime division plays a pivotal role within the Department for Work and Pensions (DWP) Security and Data Protection framework, essential for safeguarding the integrity of DWP systems against both internal and external threats. The team has identified substantial organized attacks targeting DWP infrastructure. Addressing increasingly sophisticated digital threats posed by highly motivated adversaries is a growing concern for the Department.

As a Senior Cybercrime Insight Analyst, you will be integral to the Cyber Resilience Centre (CRC), contributing to the secure delivery of Universal Credit and other DWP services. You will join an innovative and service-focused team dedicated to managing trust in online identities, detecting web-enabled fraud, and combating the misuse of DWP systems by organized fraudsters.

Your role will involve leading and managing the analysis of data from diverse sources to identify emerging fraud patterns and security vulnerabilities, ensuring a robust response to cybercrime and security challenges as they arise.

The CRC operates 24/7, and as such, you may be required to participate in an on-call rota, which could involve occasional out-of-hours work. Travel to various DWP locations and government agencies may also be necessary, including potential overnight stays.

There are multiple openings within the Cybercrime team, and successful candidates will be assigned based on their expertise and experience.

Key Responsibilities

As a Senior Cybercrime Insight Analyst, your duties will include:

  • Utilizing your understanding of DWP legacy benefits and Universal Credit (UC) to pinpoint vulnerabilities, and to monitor and analyze how fraudsters adapt their tactics to exploit our systems, including identifying signs of modern slavery and human trafficking.
  • Engaging with a variety of stakeholders to leverage field-level insights for identifying new and emerging threats, driving change, and collaborating with stakeholders to develop controls, escalate risks, and integrate these into DWP service design for effective response strategies.
  • Building on your knowledge of UC, Tax Credits, and/or Housing Benefit services to serve as a liaison between the development and operational environments of UC.
  • Fostering strong collaborations with Data Scientists and other analysts to ensure that emerging threats are thoroughly evaluated for their potential impact. You will assist in formulating theoretical rules and deploying them across extensive data sets, continuously refining these rules to maintain high-quality outputs for operational stakeholders.
  • Supporting operational teams and the Government Internal Audit Agency (GIAA) by merging analytical skills, insights, and CRC Threat Intelligence to identify fraud and system abuse, ensuring compliance with DWP and legislative data handling requirements.
  • Establishing strong working relationships with colleagues in operations, Risk teams, Identity and Trust, DWP Legal, and the Counter-fraud and Compliance Directorate to ensure a cohesive approach to safeguarding the Department and its digital services from determined fraudsters.
  • Conducting field-level insight activities and monitoring project collaboration tools to identify emerging issues and trends.
  • Understanding how trust levels can be established, maintained, and enhanced during digital transactions, and collaborating closely with security colleagues embedded in design teams using AGILE methodologies to support the introduction of new capabilities.

Candidate Profile

The ideal candidate will demonstrate the following:

  • Proven experience in conducting complex analyses and utilizing Security Information Event Management (SIEM) or other advanced analytical tools to detect security or fraud compromises within large, intricate data sets.
  • Recent experience in a Counter-fraud, security, or intelligence environment, with comprehensive knowledge of government means-tested benefit systems and digital services.
  • Experience working with digital services that necessitate trust in identity, with a solid understanding of how this can be assessed, manipulated, and escalated.
  • Experience applying business logic and root cause analysis to emerging fraud threats and linking these to current risks in the delivery of government means-tested benefits.

Learning and Development

Successful candidates will be expected to pursue the BCS Certificate in Information Security Management Principles (CISMP) or an equivalent qualification.

Desirable Skills

If based in Wales, proficiency in Welsh is considered advantageous.
