Job Description:
We are seeking an experienced Children's Commissioning Manager to join our team at Hays DT - Midlands. As a key member of our commissioning team, you will be responsible for leading and facilitating effective regional commissioning to deliver high-quality, value-for-money services for children, young people, and families.
Key Responsibilities:
- Lead Regional Commissioning: Develop and implement regional commissioning strategies to meet the needs of children, young people, and families, ensuring high-quality, value-for-money services.
- Commissioning Services: Manage the commissioning of services for children and young people, working in partnership with local authorities, Children's Trusts, health partners, providers, and other statutory agencies.
- Support Commissioning Hub: Collaborate with the Commissioning Hub Manager to create an environment that supports the skills, expertise, and resources of the commissioning and placement resources in the region.
- Strategic Commissioning Network: Support the development and delivery of the Strategic Commissioning Network (SCN) forward plan, monitoring progress against key milestones.
- Commissioning Framework: Develop and implement a clear commissioning framework that incorporates current and future needs analysis, service mapping, consultation, and engagement.
Requirements:
- Knowledge and Understanding: Detailed knowledge and understanding of the legal, policy, political, and financial framework within which local authorities and the NHS operate.
- Commissioning Expertise: In-depth knowledge of current national and local agendas, relevant legislation, and statutory requirements for social care and health services.
- Legislative Knowledge: Specific knowledge of legislation, regulations, guidance, and good practice relating to looking after children.
- Culturally Diverse Environment: Understanding of how to commission services for children and young people in a culturally diverse environment.
- Outcome-Based Commissioning: Knowledge of outcome-based commissioning, developing outcome-based service specifications, and monitoring outcomes.
