Job Title: Contract Framework Manager

We are seeking a highly skilled Contract Framework Manager to join our team at Nuclear Waste Services. As a key member of our organization, you will play a critical role in managing a portfolio of complex, high-risk contracts and frameworks to ensure successful delivery of contract objectives.

Key Responsibilities:
  • Implement and manage service catalogues and service level agreements for the Portfolio Office
  • Define, manage, and report against service level agreements
  • Work with the Senior EPMO Delivery Lead to implement the P3M governance framework and oversee PMO processes, procedures, controls, and governance framework
  • Support the overall integrity and coherence of the portfolio
  • Support the portfolio in sanctioning projects for inclusion in the dossier
  • Support the P3M delivery team in ensuring existing initiatives and projects are effectively adopted into the portfolio
  • Identify and manage dependencies across the portfolio
  • Support the establishment of baselines (scope, cost, schedule, and risk)
  • Assist Portfolio, Programme, and Project Managers with the creation of strategies for effective planning, monitoring, and delivery of Portfolios, Programmes, and Projects
  • Assist with the preparation and review of Integrated Assurance and Approval Plans
  • Provide ongoing health checks of programmes or projects and reassess whether they will continue to meet their overall objectives
  • Report progress to the portfolio board via management dashboards and effectively communicate with stakeholders to provide regular status reports
  • Be responsible for team objectives, one-to-one reviews, and evaluation, and continual improvement of the PMO service
  • Be responsible for workload management of the team and prioritization
  • Own, perform, and direct regular functional peer reviews and performance meetings to support the PMO Quality Assurance process
Requirements:
  • A proven track record of framework management and/or contract management, including high-value complex contracts, and building and maintaining relationships necessary to deliver successful outcomes
  • Experience in using different forms of contract, particularly the NEC suite of contracts and Model Services Contract
  • Experience in managing contracts in areas such as civils-related services, consultancy/professional services, research, facilities management, IT, and back-office services
  • A good working knowledge of the Public Contracts Regulations 2015, particularly with regard to contract variations/modifications
  • An excellent and succinct communicator with strong stakeholder management skills and ability to manage dispute resolution
  • Ability to consolidate large volumes of data from various sources and undertake detailed analysis to generate reports on framework/contract performance
  • Ability to share and embed best practice in both specific teams and across the wider organization on effective contract practices
  • Preferably, but not essentially, a recognized, relevant qualification, including CIPS (minimum Level 5) or IACCM certification, CICES, RICS, NEC3/NEC4, Commercial Management, Construction Contract Law, or Quantity Surveying
Desirable:
  • Experience of Atamis, CEMAR (or equivalent digital contract management system), Sage X3, Business World, MS Excel, PowerPoint, PowerBi
