Purpose of Role
The incumbent operates within the Project Integrity division of OCCO, tasked with evaluating integrity risks associated with various projects and ensuring that the highest standards of integrity are uniformly upheld throughout the Bank's initiatives.
Overview
This position is situated within a specialized support function integral to the investment process. The primary duty of the Principal is to furnish expert guidance to the Bank concerning transaction-related integrity and reputational matters, collaborating closely with Banking teams and Credit, as well as participating in Operations Committee and Small Business Investment Committee discussions. The Principal scrutinizes, authenticates, interprets, and evaluates integrity issues and mitigation strategies, subsequently proposing suitable actions.
Scope and Scale
The Project Integrity team comprises 18 professionals, including two Senior Officers, ten Principals, six Associate Directors, and one Director. This team evaluates approximately 600 projects annually and conducts ongoing training across the institution. Key interactions occur with banking and credit teams, alongside other support units such as Impact and OGC, and engagement with external consultants. The Principal may address any integrity-related issue across the Bank's operations, primarily focusing on transactions in the pre-signing phase. Each Principal typically manages around 25 transactions concurrently each month, maintaining oversight of approximately 50 active projects at any given time.
Key Responsibilities
Conduct thorough analysis, verification, interpretation, and assessment of projects to identify integrity and reputational risks. Provide well-founded evaluations of integrity-related issues and offer actionable advice to mitigate risks, including corporate governance action plans and their monitoring. Subsequently, present recommendations to Bank committees and the Board. Develop and deliver training programs aimed at enhancing awareness and adherence to the Bank's integrity standards and requirements. The role may involve representing the Bank at international forums and delivering presentations at both internal and external compliance events. Stay informed about international standards concerning anti-money laundering, sanctions, and good corporate governance practices, along with strategies to address identified risks. Monitor adherence to the Bank's internal procedures on a rotating basis. Engage in various ad hoc projects related to OCCO's overall objectives, which may include advising on Code of Conduct issues, enhancing policies, assisting in audits, and participating in the procurement process for external consultants. Exhibit readiness to travel and maintain the professionalism necessary to represent the EBRD effectively in diverse situations. Provide robust justifications for assessments and deliver impactful briefings to departmental leadership in preparation for executive meetings.Required Qualifications and Skills
A degree in law, finance, or a related field. Demonstrated integrity and discretion. Independent, persistent, and possessing strong negotiation and diplomacy skills. Capable of earning respect and building rapport. Ability to thrive under pressure and meet challenging deadlines with a positive, solution-oriented mindset. Collaborative team player with the capability to work autonomously, exhibiting the confidence to engage with senior Banking, Credit, and Legal Officers. Strong presentation skills, with the ability to communicate effectively and conduct training for all levels of Bank officials. Proficient in drafting policies and procedures. Excellent command of English, with the ability to articulate complex matters clearly and concisely, both verbally and in writing. Proficiency in an additional language relevant to the Bank's operations is advantageous. Strong analytical skills and a comprehensive understanding of evaluating integrity and reputational risks, with the ability to engage constructively in discussions about potential solutions. Professional experience in legal, banking, compliance, or auditing, with a solid understanding of the functions of various departments such as Credit and a proven track record of making judicious decisions. Familiarity with international compliance standards, anti-corruption measures, anti-money laundering protocols, and integrity issues relevant to the EBRD's operational regions.
