Job Title: Strategic Technical Engineering Manager

As a key member of the Hill Group UK team, we are seeking an experienced Strategic Technical Engineering Manager to lead our technical and engineering efforts in delivering strategic land projects across southern England.

Key Responsibilities:
  • Manage the technical and engineering aspects of infrastructure delivery on strategic land projects, from initial planning to detailed delivery.
  • Lead large internal and external teams, ensuring effective collaboration and communication to achieve project goals.
  • Develop and manage infrastructure budgets, phasing, and delivery programs for multi-phased schemes, including private unit provision.
  • Assess and manage technical constraints associated with land acquisitions, post-project/land identification.
  • Manage consultant teams, ensuring timely and accurate delivery of technical information and services.
  • Collaborate with the pre-construction team to identify and implement value-added ideas during the bidding and planning process.
  • Prepare design programs, ensuring compliance with company procedures and timely issue to stakeholders.
  • Review and comment on subcontractor designs, ensuring buildability and compliance with employer requirements.
  • Ensure effective communication and liaison with estimating, production, surveying, purchasing, resident liaison, and accounts staff allocated to projects.
  • Undertake reviews of issued drawings to ensure buildability and compliance with employer requirements, providing feedback as necessary.
  • Ensure all reports and appraisals are legible, written in clear, understandable English, and tailored to the target audience.
  • Document initial potential risks during site visits and notify office-based staff accordingly.
  • Adhere to Hill Quality Processes & Procedures, ensuring all projects under control meet quality standards.
  • Review the suitability of materials specified, liaising with the purchasing department and/or suppliers as necessary.
  • Maintain the company's reputation for good quality of finish, positive action, and achievement of predetermined targets.
  • Adhere to quality management (ISO) procedures, using correct forms and processes.
  • Undertake external consultant performance reviews during and on completion of projects.
  • Process technical and legal due diligence associated with land acquisition, working with the Land Manager.
  • Take financial responsibility for the delivery and design of necessary infrastructure for a portfolio of projects, with some directly managed and some delegated to the wider strategic land team.
  • Take responsibility for consultant team fee budgets and key date programs on schemes pre-planning.
  • Input into detailed cash flow viabilities based on agreed parameters and update appraisals at key commitment dates (acquisition/planning/handover).
  • Research alternative material specifications to reduce net costs of projects.
  • Investigate project design to identify improvements in buildability and cost reduction areas.
  • Act as primary point of contact for the strategic land team in all technical and engineering aspects of projects, providing support in assessing budgetary needs and liaison over wider project management.
  • Foster the development of Graduate and Development Surveyor Trainees.
  • Undertake business development and client entertainment responsibilities.
  • Lead in the design, costing, and delivery of all infrastructure elements of the negotiation and securing of new opportunities for the Company in line with the business plan.
  • Devise and manage cost plans and phasing programs for delivery of infrastructure during the planning promotion and development process post-project identification for strategic land opportunities acquired and considered by Hill Residential.
  • Produce timely and accurate reports to the Hill Residential senior management team.
  • Agree annual budgets and project budgets to be included in the promotion of all projects in the portfolio and new business generating activities.
  • Exemplary commercial acumen, with a track record in improving financial return.
  • Manage consultants and colleagues across the business to deliver on program to agreed budgets.
  • Take financial responsibility for the technical matters involved for a portfolio of projects, with some directly managed and some delegated to other members of the team.
  • Demonstrate excellent project management development skills.
  • Large/Major project experience in promoting and delivering strategic land projects.
  • Proven experience in developing and delivering infrastructure on large-scale multi-phase projects and managing external parties and budgets up to site commencement and ideally through the delivery and construction of the scheme.
  • Possessing exemplary commercial acumen with a track record in improving financial return.
  • Have a proactive and can-do attitude, with the ability to lead and drive projects to acquisition/award of contract.
