Job Title: Strategic Technical Engineering Manager

As a key member of the Hill Group UK team, we are seeking an experienced Strategic Technical Engineering Manager to lead our technical and engineering efforts in delivering strategic land projects across southern England.

Key Responsibilities:
  • Manage the technical and engineering aspects of infrastructure delivery on strategic land projects, from initial planning to detailed delivery.
  • Lead large internal and external teams, ensuring effective collaboration and communication to achieve project goals.
  • Develop and manage infrastructure budgets, phasing, and delivery programs for multi-phased schemes, including private unit provision.
  • Assess and manage technical constraints associated with land acquisitions, post-project/land identification.
  • Manage consultant teams, ensuring timely and accurate delivery of technical information and services.
  • Collaborate with the pre-construction team to identify and implement value-added ideas during the bidding and planning process.
  • Develop and manage cost plans and phasing programs for infrastructure delivery during the planning, promotion, and development process.
  • Prepare and issue design programs, ensuring compliance with company procedures.
  • Review and comment on subcontractor designs, ensuring buildability and compliance with employer requirements.
  • Ensure site visits are notified to office-based staff, documenting initial potential risks.
  • Adhere to Hill Quality Processes & Procedures, ensuring quality and accuracy of commercial and technical information.
  • Control the quality of drawn information, addressing non-conformance issues.
  • Review material specifications, liaising with purchasing departments and suppliers to ensure cost-effectiveness.
  • Lead and drive projects to acquisition/award of contract, taking financial responsibility for technical matters involved.
  • Undertake external consultant performance reviews, ensuring accurate and timely reporting.
  • Process technical and legal due diligence associated with land acquisition, working with the Land Manager.
Requirements:
  • Proven experience in developing and delivering infrastructure on large-scale multi-phase projects.
  • Excellent project management development skills, with a track record of improving financial return.
  • Large/major project experience in promoting and delivering strategic land projects.
  • Exemplary commercial acumen, with a proactive and can-do attitude.
  • Ability to lead and drive projects to acquisition/award of contract.
