Job Overview

As a vital member of the Quality, Safety Assurance & Governance (QSA&G) team, you will play a key role in assisting the SEO Business Improvement Manager (BIM) with the effective implementation of internal assurance and ongoing enhancement initiatives. Your responsibilities will align with UK legislation, MOD policies, and standards to facilitate the achievement of MODSAP strategic goals.

Reporting directly to the SEO BIM, your primary focus will be on the efficient assurance and oversight (A&M) of processes, procedures, and compliance within MODSAP Project Teams, in accordance with the Internal Assurance Monitoring Plan (IAMP). This will involve maintaining ISO9001 Lead Auditor credentials to fulfill the duties of an Internal Assurance Manager (IAM) within the QSA&G Team. You will also be tasked with coordinating and leading the Internal Auditing Monitoring System (IAMS) within MODSAP, adhering to JSP 940 and the Internal Assurance Manual, while ensuring the upkeep of MODSAP Business Guidance (MBG) internal policy documents and managing the coordination and reporting of all internal assurance audits.

In addition, you will support the SEO Business Improvement Manager in maintaining and coordinating Governance, Assurance, and Improvement (GAI) organizational requirements as outlined in JSP 940.

The ideal candidate will possess extensive experience and expertise, demonstrating a successful track record in assurance management within a robust Quality Management System (QMS). A solid understanding of the benefits of Continuous Improvement (CI) and a commitment to fostering a safety and quality culture throughout the organization is essential.

This role operates within an Air and Naval engineering context, requiring regular interaction with senior civilian and military personnel. Strong communication skills are crucial for effectively engaging with individuals at various levels within the organization.

While this position is based in London, team members and responsibilities are also distributed across various locations, offering flexibility in working arrangements and opportunities for international travel, while maintaining regular in-person communication with the QSA&G Team Lead.

Candidates should ideally hold qualifications or be willing to work towards becoming a recognized ISO 9001 Lead Auditor.

This position is structured for 37 hours per week.

Key Responsibilities

The responsibilities of the MODSAP IAM HEO encompass, but are not limited to:

1. Internal Assurance – Primary Role
a. Management of the Internal Assurance Manual.
b. Coordinate and lead a comprehensive internal assurance audit schedule, conducting quality audits of the Programmes Teams in line with the QSA&G audit plan and Internal Assurance Manual.
c. Raise and progress Internal Quality Occurrence Reports and Observations from IAMS activities.
d. Maintain and update MODSAP Internal audit schedules.
e. Organize the review cycle for the MODSAP Business Guidance document set, overseeing the review, publication, and updating of associated databases and Intranet access systems.
f. Represent MODSAP at Quarterly QACG Policy meetings and other necessary meetings.
g. Maintain and update QA policy documents and QA reporting within MODSAP.
h. Coordinate training across the QSA&G and iGQAR teams, ensuring an up-to-date training records database.

2. Deputizing for the Business Improvement Manager – Secondary Role
a. Assist in serving as the focal point within MODSAP for Business and Continuous Improvement, engaging with staff and Line Managers to facilitate the realization of business improvement benefits across the MODSAP enterprise.

3. Line Management: As a Line Manager (LM)
a. Assume direct line management responsibilities for Corporate Support Team-6 E1.
b. Manage staff in accordance with MODGov Line managers, Wellbeing, HR Policy, Development, and Inclusion checklist.
c. Ensure all MODSAP line management, governance, and reporting checks are conducted.

4. Additional Responsibilities
a. Provide clear and concise reports to identified stakeholders regarding Internal A&M activities, including emerging issues and risks.
b. Develop and maintain trusted working relationships with MODSAP colleagues concerning IA matters.
c. Offer resilience and support to other MODSAP QSA&G team roles both within the UK and internationally when requested.

Person Specification

Essential:

The successful applicant must have proven experience and skills in managing an internal assurance system.

Understanding and maintenance of an organizational QMS is crucial.

Willingness to travel across the MODSAP estate is required.

Basic IT skills and a working knowledge of MS Office, including Word, Excel, and spreadsheets, are necessary.

A clear understanding of the benefits of CI and fostering a positive Safety & Quality culture is essential, along with risk management and excellent communication skills.

Desirable:

Familiarity with a Safety Management System.

Qualifications:

ISO 9001 Internal Auditor certification is preferred.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees are expected to spend a minimum of 60% of their working time in the office, subject to capacity and any required workplace adjustments.

The post does not offer relocation expenses.

External recruits who join the MOD and are new to the Civil Service will be subject to a six-month probation period.
