The role involves supporting the Open Space Manager in the efficient administration of the council's outdoor access and countryside responsibilities, ensuring compliance with applicable regulations while optimizing resource utilization. The objective is to create, execute, and assess effective strategies, work plans, and initiatives for sustainable service delivery that align with the council's strategic objectives and management frameworks, all while adhering to current and anticipated budgetary limitations and demands.
Key Responsibilities
• Lead the outdoor access and countryside initiatives, with a focus on managing outdoor access and environmental matters in accordance with legal requirements, including the Council's obligations under relevant legislation.
• Contribute to the oversight and enhancement of the Open Space service.
• Ensure robust management of Health and Safety protocols across all services and responsibilities associated with the position.
• Oversee daily operations of the Outdoor Access and Countryside service, aiding in the strategic planning, implementation, and ongoing management of actions, plans, and projects aimed at delivering a sustainable frontline service.
• Address all inquiries and complaints from individuals, user groups, and businesses in a constructive and informative manner.
Candidate Profile
• Extensive relevant experience in successful management and leadership within outdoor access, countryside, or a closely related field.
• In-depth knowledge of outdoor access legislation and practical experience in managing related issues.
• Exceptional written and verbal communication skills, with the ability to engage in effective liaison and negotiation, including making presentations.
• Proven experience in collaborative partnerships.
• Background in dispute resolution and conflict management.
• Proficient in researching and managing complex issues.
• Familiarity with Microsoft Excel, Word, and Outlook Express software.
• Experience in budget management and monitoring.
• HND or equivalent qualification in a relevant field, such as Recreational Land Management or Countryside Management, or possess equivalent transferable skills and experience.
• Strong understanding of outdoor access, open space, and environmental legislation.
• Excellent interpersonal skills.
• Ability to prioritize tasks effectively in line with objectives and targets.
• Capable of managing projects efficiently.
• Resilient and adaptable to changing priorities.
• Proven ability to perform well under pressure.
• Strong IT skills and proficient in Microsoft Office applications.
