Job Description

Job Purpose

To ensure the effective and efficient management of Leeds City Council's leisure facilities while leading the development of local partnerships.

To oversee performance management and enhancements for the leisure centre, aligning with corporate and departmental policies and priorities.

To contribute to increasing and sustaining active participation throughout the City.

Responsibilities

  • Collaborate with the Sports Programme team and Area Manager to manage the operation, programming, and development of leisure centres, including overseeing new and additional projects as necessary.
  • Provide leadership, direction, and purpose to all staff members within the leisure centre team.
  • Develop, monitor, and achieve key performance indicators for the centre and services.
  • Lead the team and manage staff along with all associated budget resources.
  • Ensure the Health and Safety standards of the leisure centre are upheld.
  • Develop, implement, and monitor service delivery and marketing plans in collaboration with the Business Support Team.
  • Lead the creation and execution of strategic plans as required.
  • Contribute to the continuous improvement of services.
  • Implement training programs, including conducting training needs assessments and individual appraisals.
  • Ensure proper maintenance of the leisure centres, plant, and equipment, managing and liaising with relevant agencies.
  • Assist with the efficient operation of all licensed bar and catering activities as applicable.
  • Oversee the budget planning process for the centre and implement appropriate financial controls in accordance with Council regulations.
  • Manage human resource planning for the centre, including recruitment, retention, disciplinary actions, and training in line with Council HR regulations.
  • Foster effective working relationships with managers and stakeholders across Leeds City Council and establish formal partnerships with internal and external agencies.
  • Develop, write, and present reports to groups, Councillors, and external bodies, informing senior managers of implications and opportunities arising from policy and legislative changes.
  • Be available for emergency call-out purposes and manage cover as needed.
  • Manage administrative duties related to the facility's operations.
  • Effectively manage budgets in accordance with Leeds City Council's Financial Regulations.
  • Undertake any other duties assigned that are commensurate with the grade of the post.
  • Carry out responsibilities in accordance with council policies, including safeguarding young people and vulnerable adults, equal opportunities, and health and safety policies.

Qualifications

  • ISRM / ILAM certificate or N.V.Q. equivalent.
  • Institute of Safety and Health (I.O.S.H.) Managing Safely or equivalent.
