Job Overview

Housing remains a critical focus for the Welsh Government. The regulation team undertakes the regulatory responsibilities on behalf of the Welsh Ministers, primarily aimed at safeguarding tenants and protecting substantial public investments in the housing association sector across Wales. Efficient regulation also ensures that the sector continues to attract private investment, which complements grants for the establishment of new social housing in Wales.

Role Description

The Regulation Managers, equipped with appropriate training and support, are tasked with overseeing a selection of housing associations, contributing to regulatory evaluations through consistent monitoring and data collection. This position necessitates collaboration with the team, particularly with Senior Regulation Managers, and requires the capacity to cultivate professional relationships with Boards and executives of housing associations to inform regulatory assessments concerning governance, tenant services, and financial stability.

Regulation Managers report directly to a Senior Regulation Manager.

  • Communicate effectively, providing advice to senior colleagues regarding the implications of policy or operational changes and influencing outcomes.
  • Establish strong professional relationships with both internal and external stakeholders, collaborating effectively to share information and resources.

Main Responsibilities:

  • Contribute to the execution of a quarterly program of regulatory evaluations by gathering and analyzing evidence and observational data from various sources.
  • Deliver credible regulation in line with the Regulatory Framework for housing associations registered in Wales.
  • Engage in transparent and effective communication with housing association chief officers and board members, addressing concerns and seeking regulatory assurance.
  • Collaborate with Senior Finance Analysts to assess the financial viability and solvency of housing associations through the analysis of financial documents.
  • Support housing associations in enhancing their performance to meet the Regulatory Framework requirements.
  • Work alongside Senior Regulation Managers to intervene with housing associations facing significant performance challenges.
  • Contribute to Ministerial Briefings related to regulation and respond to Ministerial Correspondence or commitments associated with housing regulation.
  • The role may require working at various organizational offices and outside standard office hours, including evenings, as necessary.
