Job Summary

Hays Senior Finance is seeking a highly skilled Staff Officer Accountant to join our team in the Housing Regulation Branch of the Department for Communities (DfC). As a key member of our team, you will play a crucial role in delivering a modern, tailored, proportionate, and cost-effective regulatory process that protects the interests of tenants.

About the Role

  • Monitor, assess, and report on the performance of Registered Housing Associations (RHAs) and the Northern Ireland Housing Executive (NIHE) in relation to housing activities.
  • Monitor their financial well-being and standards of governance, and engage with them to achieve our objectives.
  • Create a social housing sector that is viable, efficient, well-governed, and able to deliver homes to meet a range of needs.
  • Ensure social housing tenants are protected and provided opportunities to be involved with their RHA.

Your Responsibilities

  • Undertake annual regulatory financial assessments of Registered Housing Associations.
  • Review the performance of Registered Housing Associations on a quarterly basis.
  • Manage mortgage and disposal notifications from Registered Housing Associations.
  • Support the work of the branch in delivering an effective regulatory regime, including advice and guidance for the social housing sector.

Requirements

  • Be a fully qualified accountant, having successfully completed the professional examinations, and be a full Member of one of the following bodies: Chartered Accountants Ireland, The Institute of Chartered Accountants in Scotland, The Institute of Chartered Accountants in England and Wales, The Chartered Institute of Management Accountants, The Association of Chartered Certified Accountants, The Chartered Institute of Public Finance and Accountancy, or The Institute of Certified Public Accountants in Ireland.
  • Have previous experience in a regulatory environment, preferably in the NICS.
