Position Overview

St Helens Borough Council, situated in the vibrant Northwest of England, is recognized for its rich cultural landscape and industrial legacy. As a pivotal entity within the Liverpool City Region, we pride ourselves on delivering exceptional planning services.

Our team is currently addressing a dynamic array of planning challenges, striving to balance the demand for significant new developments with the preservation of the Borough's green spaces and environmental assets. We have recently implemented an ambitious Local Plan.

This Local Plan features site allocations for development, notably the Bold Forest Garden Village, which encompasses approximately 3,000 residential units and essential supporting infrastructure. This is the largest residential allocation within the Borough and holds considerable importance for the Liverpool City Region. The development of a masterplan for this site is crucial to facilitate the delivery of a high-quality, well-designed, and sustainable community.

Role Responsibilities

As a Senior Masterplanning Officer (Bold) within the Strategic Growth Department, you will spearhead the development of the Bold Forest Garden Village Masterplan Framework and oversee the subsequent site delivery. You will collaborate closely with a dedicated Masterplanning Officer (Bold) and the broader Planning Service.

Your responsibilities will include:

  • Leading project management efforts, ensuring effective collaboration with colleagues and key stakeholders.
  • Engaging with community members and managing technical consultants throughout the detailed masterplanning process.
  • Applying your knowledge of current planning legislation, guidance, and procedures to ensure compliance and best practices.

We seek an individual with a genuine passion for the successful delivery of strategic sites, coupled with excellent communication skills to engage diverse audiences. You should be capable of working independently under tight deadlines while being an effective team player. Skills in negotiation, persuasion, analysis, and decision-making are essential. Previous experience in a town planning team or a related environment will be advantageous.
